371 Bloor Street West is located on the south side of Bloor Street West, between Spadina Avenue and Huron Street and is owned and also occupied by the University of Toronto (U of T). The proposal from the owner is to renovate and expand the east portion of the building at Huron Street currently occupied by University of Toronto Schools (UTS) to modernize their facilities and to accommodate a new gymnasium and fitness centre, auditorium and three storeys of classroom space.

The expansion represents an increase of approximately 3,400 square metres in gross floor area (GFA), and will include building on a portion of the existing public lane connecting to Washington Avenue. As a condition of the Site Plan Agreement (Site Plan Application 18 123996 STE 20 SA), the developer is required in advance of the anticipated date of first occupancy of the project, to enact bylaws with respect to the proposed passenger pick-up/drop-off area on the west side of Huron Street, south of Bloor Street West (fronting the school) that will accommodate approximately 6 to 7 vehicles. The intent of these parking amendment's is to not only formalize a passenger pick-up and drop-off area for the school, but to also assure that safe unobstructed two-way traffic flow is maintained on Huron Street, south of Bloor Street West, particularly during pick-up and drop-off operations. Recommendations 7 to 12 below are considered housekeeping and are intended to ensure consistency between the by-lawed parking regulations and the signage posted in the field.
