The Toronto and East York Community Council: 1. Directed the General Manager, Transportation Services, install bollards in the first east/west public lane on the west side of Earlscourt Avenue, north of St. Clair Avenue West along the flankage of 10 Earlscourt Avenue.

Over the past year, I have heard from residents across Ward 9 (Davenport) requesting bollard installations and replacements on account of safety concerns. Bollards act as both a physical and visual barrier, protecting people and property from damage without impeding the public right of way. In the case of 10 Earlscourt Avenue, the homeowner is concerned about property damage as vehicles enter the laneway. Commonly used applications such as signage and traditional police enforcement have been ineffective and do not provide enough of a deterrent against potential vehicle impact.

As a result, I am recommending the installation of rigid, impact resistant, fixed-in-place bollards at the following locations to protect property and enhance community safety.
