Amendment to Delegation of Authority for the Endorsement of Temporary Liquor Licences

2. City Council update the delegation of authority to the City Clerk to approve Outdoor Temporary Extensions of Premises for liquor purposes (Outdoor Patios) until 2:00 a.m. for premises on major arterial roads and premises on private property, as set out in Appendix 1 to the report (March 7, 2023) from the City Clerk. 3. City Council update the delegation of authority to the City Clerk to include the approval of outdoor Temporary Extensions of Premises for liquor purposes (Outdoor Patios) until 11:00 p.m. for premises on local roads, as set out in Appendix 1 to the report (March 7, 2023) from the City Clerk. 4. City Council update the delegation of authority to the City Clerk to include changes to the administrative process as set out in Appendix 2 to the report (March 7, 2023) from the City Clerk. 5. City Council approve outdoor Temporary Extensions of Premises (Outdoor Patios) for establishments with existing liquor licences participating in the CaféTO Program. 6. City Council adopt the following guideline for determining if an event should be deemed municipally significant for temporary liquor licensing purposes: a. an event should be deemed municipally significant, if, in the opinion of the ward councillor, an event: i. meets the criteria prescribed in the Delegation of Authority for the Endorsement of Liquor Licences, as confirmed by the City Clerk; ii. has a positive cultural, social and/or economic impact on the local community; iii. is considered to be in the public interest; and iv. complies with any other factors a member considers relevant to their determination. 7. City Council request the City Clerk, in consultation with staff from Municipal Licensing and Standards, Economic Development and Culture, Legal Services, Toronto Fire Services, and the Toronto Police Service, to review the steps to obtain a temporary liquor licence, and to recommend guidelines and/or a consultative process that may aid a Councillor's review of such requests.
