This report seeks General Government Committee authority to amend Purchase Order Number 6050005 with Yardi Canada Ltd. to develop and implement enhancements to the Integrated Housing Management System, through a housing provider web-based portal to support the City's rent-geared-to-income (RGI) housing program. Leveraging the City's existing technology to develop the housing provider web-based portal ensures service continuity, optimizes efficiencies and allows for system integration to deliver a streamlined and coordinated service to Toronto residents.

In response to City Council's direction through recommendation 8 of the Auditor General's report, AU4.5 - Safeguarding Rent-Geared-to-Income Assistance: Ensuring Only Eligible People Benefit, City staff are developing a centralized database for RGI housing to enable the City and its housing provider partners to assess on-going household eligibility for RGI assistance, collect and retain electronic documentation, automate the calculation of RGI rent, enhance fraud detection and prevention, and to collect portfolio-wide housing data to inform policy and program development. The requested amendment increases the value of the Purchase Order by an additional $1,459,038 net of all applicable taxes and charges and increases the total value from $4,606,758 to $6,065,796 net of all applicable taxes and charges ($6,172,554 net of Harmonized Sales Tax recoveries). This amendment includes the implementation plus the associated licenses required for the housing provider web-based portal. 71-11.1C of the Municipal Code requires that any amendment to a commitment (contract or purchase order) which requires expenditures in excess of the authority granted to a division head or the City Manager, requires approval of the appropriate standing committee.
