Vehicular access to the site would be provided by a driveway via Greenbriar Road. The application proposes a total of 78 parking spaces located in a two-level underground garage and proposes a total of 125 bicycle parking spaces. The two existing detached dwellings on the subject properties would be demolished. The proposed development is consistent with the Provincial Policy Statement (2020) and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law. The proposal represents an appropriate level of intensification of the site in proximity to a higher order transit station and provides commercial uses that would contribute to the animation of the Sheppard Avenue East frontage. The development also proposes an appropriate massing and scale that is compatible with existing developments along Sheppard Avenue East.
