Concept 2 Keys (C2K) is an innovative program aimed at changing how Planning and Development applications are reviewed at the City of Toronto. C2K created and began implementing a new operating model to improve customer service, transparency, predictability and accountability within the development review process. The C2K operating model is comprised of three key components which include formalizing an interdivisional team base approach, introducing new technologies and improving development review process to improve the experience of applicants submitting development proposals and the City staff involved in development review.

Since being launched in 2021, C2K has made significant progress in implementing a new team-based operating model while at the same time, improving collaboration, communication, and the prioritization of development review files. This multi-disciplinary team-based approach is informing the operating model for development review within the new Development & Growth Service Area (DGS). The purpose of this report is to provide an update to the Planning and Housing Committee on the status of C2K's implementation and program progress.
