The intersection of Coxwell and Mortimer is a busy hub in East York. RH McGregor Elementary School is located on the southwest corner, Michael Garron Hospital is located on the southeast corner, and the East York Civic Centre and Centennial Childcare centre is located on the northwest corner of the intersection. The nature of these various facilities means that this intersection is used by a high number of pedestrians and, in particular, children and other vulnerable road users.

It is crucially important that this intersection be designed to ensure pedestrian safety. In 2021, item TE30.42 was adopted at Toronto and East York Community Council requesting safety improvements at this intersection. The following recommendations build upon these requests to further improve safety.
