City Council on December 13, 14 and 15, 2023, adopted the following: 1. City Council authorize the closure of a 3.5 metre wide portion of the eastbound curb lane on Lake Shore Boulevard West, between Ontario Drive and a point 126 metres further east, from December 18, 2023 to March 1, 2024. 2. City Council direct the applicant to continue to pressure wash or sweep (weather permitting) the construction site and adjacent sidewalks and roadways daily, or more frequently as needed to be cleared of any construction debris and made safe.

3. City Council direct the applicant to continue to install appropriate signage to ensure that pedestrians, cyclists and motorists safety is considered at all times. 4. City Council direct the applicant to continue providing a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator and the Toronto Police Construction Liaison Officer, on a daily basis to control construction vehicle access and egress to and from the site and maintain a safe environment for the public. 5. City Council direct the applicant to continue to post a 24-hour monitored construction hotline number on signage, which must be prominently placed and legible from 20 metres and on all elevations from the construction site. 6. City Council direct that Lake Shore Boulevard West be returned to pre-construction traffic and parking regulations when the project is complete. 7. City Council request the Ministry of Infrastructure to convene a Construction Liaison Committee of local stakeholders and City staff to address issues including notice of work, schedules and changes in access at Ontario Place. 8. City Council request the Ministry of Infrastructure to provide City staff with a work plan of ongoing construction activity at Ontario Place and regular updates, in particular to address coordination of safety at access points to the site along the Martin Goodman Trail. 9. City Council request the Ministry of Infrastructure to provide and install public art, including community mural artwork, onto every elevation of the hoarding board on the property associated with 955 Lake Shore Boulevard West with adequate spotlighting for night-time illumination, in consultation with Transportation Services and the Ward Councillor.

EllisDon Civil has undertaken the Infrastructure Ontario - Ontario Place Site Servicing Renewal project. The project scope includes decommissioning, removal and replacement of ageing infrastructure, specifically watermain and sanitary work.

A section of the watermain replacement is located under the Martin Goodman Trail. In order to facilitate construction activities, a temporary closure of the Martin Goodman Trail is required. Trail users will be redirected into a closed and protected pathway on Lake Shore Boulevard West. Transportation Services is requesting authorization to close the eastbound curb lane on Lake Shore Boulevard West, from Ontario Drive and a point 126 metres further east, for a period of 11 weeks from December 18, 2023 to March 1, 2024, in order to provide a safe detour around the temporary closure of the Martin Goodman Trail.
