The Distillery Winter Village has been an important cultural event of the downtown core's holiday season. With over 750,000 visitors annually, the Winter Village is Canada's premier holiday market, creating substantial economic growth for both the Distillery neighbourhood and the city at large during the winter holiday season. In years prior, fee losses had been waived for Pay and Display Parking Machines related to the temporary adjustment to traffic and parking regulations for the Winter Village.

At the request of staff, I am putting forward this request to committee to continue the practice for the 2023 Winter Village, as we work to ensure another successful holiday season. As always, visitors are encouraged to take public transit, a rideshare service or bike/walk to The Distillery Winter Village as parking is extremely limited due to construction, and the busy nature of the event. The event organizer will be responsible for paying all operating costs associated with bagging of the five parking machines, which amounts to a total of $1,750.00 + tax.
