City Council on April 17 and 18, 2024, adopted the following: 1. City Council direct the City Manager to write to the Government of Canada and the Province of Ontario to express the City of Toronto's support for the $1 billion National School Food Program announced as part of the 2024-25 Federal Budget. 2. City Council direct the City Manager to write to the Province of Ontario to: a. encourage the Province to reach an agreement to receive federal funding as soon as possible for the 2024-2025 school year; b.

request the Province either through increased provincial funding of the Student Nutrition Program or through accessing funds from the National Program return to matching the City of Toronto's annual financial support of the Student Nutrition Program; c. request the Province to increase its base funding to the Student Nutrition Program equal to the accumulated inflationary costs of food from 2016 to 2024 by 2025; and d. request the Province to immediately increase its financial commitment to the Student Nutrition Program in Toronto by providing an annual increase for the inflationary costs of food each year starting in 2025. 3. City Council request the City Manager to review current governance of Student Nutrition related to the City's financial contribution and report to the Executive Committee. 4. City Council request the Medical Officer of Health and the General Manager, Parks, Forestry and Recreation, to report to the Executive Committee on an action plan for leveraging increased funding through the National School Food Program to establish new nutrition programs or expand existing programs, including: a. increasing the number of student nutrition programs by providing operating funding to additional schools and funding essential equipment purchases where the lack of equipment is a barrier to starting a nutrition program; b. a pilot program to provide nutritious lunches to all students in select schools, with priority for including schools in Neighbourhood Improvement Areas and geographically diverse schools; and c. a pilot program to provide nutritious lunches to children attending select City of Toronto summer camps with priority for camps in Neighbourhood Improvement Areas and in geographically diverse locations and, where appropriate, in partnership with existing non-profit or charitable organizations with experience running similar meal programs. 5. City Council request the Board of Health and the Medical Officer of Health to review the report on governance models for student nutrition that was previously initiated by Toronto Public Health. 6. City Council request the Medical Officer of Health to review the criteria for the contracts for different foundations and the reporting matrix currently being sent to Toronto Public Health from Toronto Foundation for Student Success, and Angel Foundation, and report to the Board of Health. 7. City Council request the Medical Officer of Health to table the annual report of Toronto Foundation Student Success for 2023 to the Board of Health, when such report is received by Toronto Public Health. 8. City Council forward a copy of the Item to the Association of Municipalities of Ontario, the Federation of Canadian Municipalities and the Minister of Children, Community and Social Services.

Summary from the City-School Boards Advisory Committee: Althea Hutchinson, Director of Operations and Business Services, Toronto Public Health will give an overview of Student Nutrition Programs in the City of Toronto.

The City-School Boards Advisory Committee recommends to the Executive Committee that: 1. City Council consider establishing new food nutrition programs for students in marginalized priority neighbourhoods with new provincial funding. 2. City Council request the Provincial Government continue to fund food nutrition programs and to fund newly established food nutrition programs. 3. City Council request the Province of Ontario to increase its financial commitment to Student Nutrition Programs in Toronto at $0.55 per Serving per meal in alignment with the Northern Fruit and Vegetable Alliance allowance in order to honour the rising cost of food in the City of Toronto.

4. City Council request the Federal and Provincial Governments to work with Toronto's Food Nutrition Program so more children can receive nutritious food at school through a Universal Nutrition Program. 5. City Council request the Association of Municipalities of Ontario and the Federation of Canadian Municipalities to call on the Federal Government to establish and fund a Universal Nutrition Program.
