The proposed daycare facility is to be relocated from the existing building at 2405 Finch Avenue West. The proposal would add a total gross floor area of 31,915 square metres and result in a Floor Space Index ("FSI") of 2.73 times the area of the lot. A total of 938 parking spaces, distributed on surface and multiple underground levels, are to be provided for both the proposed and existing buildings. The subject lands are designated as Apartment Neighbourhoods and are located within the Emery Village Secondary Plan of the Official Plan. The subject lands are also within a Council-adopted Protected Major Transit Station Area ("PMTSA") for Emery Station on the Finch West Light Rapid Transit ("LRT") line; however, the associated Site and Area Specific Policy for the Protected Major Transit Station Area is yet to be approved by the Ministry of Municipal Affairs and Housing. The proposal is consistent with the Provincial Policy Statement, 2020 ("PPS") and conforms with the Growth Plan for the Greater Golden Horseshoe, 2019, as amended ("Growth Plan"). The report reviews and recommends approval of the application to amend the Official Plan and city-wide Zoning By-law 569-2013.
