On November 14, 2024, City Council adopted By-law 1260-2024, which amended City-wide Zoning By-law 569-2013 to provide as-of-right permissions for mid-rise buildings along certain streets designated as Avenues. On December 18, 2024, one landowner appealed the Zoning By-law Amendment to the Ontario Land Tribunal. The Ontario Land Tribunal held Case Management Conferences on May 1, 2025 and October 23, 2025. On October 24, 2025, the Ontario Land Tribunal issued an order confirming that Zoning By-law 1260-2024 shall be deemed to have come into force on November 14, 2024, for all areas of the City set out in sections 34 and 35 of the by-law save and except for the lands municipally known as 2850 Kingston Road.
