the City Solicitor to seek intervenor status in any public-interest litigation regarding Bill 60 and, if intervenor status is granted, advocate on behalf of the City's interests related to housing security, homelessness prevention, and other matters before the Court that in the opinion of the City Solicitor, in consultation with the Executive Director, Housing Secretariat and the General Manager, Toronto Shelter and Support Services, are of interest to the City of Toronto. 3. City Council direct that Confidential Attachment 1 to the report (December 8, 2025) from the City Solicitor remain confidential in its entirety, as it contains advice that is subject to solicitor-client privilege. At its meeting on November 12 and 13, 2025, City Council adopted Item 2025.EX27.1 - Impacts of Provincial Legislation that Weakens Rental Protections, with amendments, requesting, amongst other things, that the City Solicitor review legal options to protect renters and challenge provisions of Bill 60, including potential Charter challenges. This report responds to that direction.

The City Solicitor recommends that: 1. City Council receive this report for information. 2. City Council direct that the confidential information contained in Confidential Attachment 1 remain confidential in its entirety, as it contains advice which is subject to solicitor-client privilege.
