selecting the preferred design; b. proceeding to structural testing and pre-design work; c. bundling procurement work to allow for earlier completion of the different phases; and d. considering all procurement models and selecting an appropriate approach that prioritizes accelerated design and construction schedule without compromising the structural safety of the bridge. 2. City Council direct the General Manager, Transportation Services, and Chief Engineer and Executive Director, Engineering and Construction Services, in consultation with Toronto Public Health, to implement immediate safety measures where possible and report back to September 26, 2025 meeting of Infrastructure and Environment Committee with an update on the permanent design and structural work, including updated procurement timelines, and plans for further interim safety measures, including potential costs and timelines for installation. 3. City Council direct the General Manager, Transportation Services, in consultation with Toronto Public Health, to request the Provincial Deputy Minister of Transportation, Deputy Minister of Infrastructure, and Deputy Minister of Health help fund the implementation of suicide prevention infrastructure in Toronto. 4. City Council authorize the Chief Procurement Officer to award a contract for the design and related engineering services for the safety infrastructure on the Leaside Bridge on a non-competitive basis to RV Anderson Associates Limited in an amount not to exceed the amount identified in Confidential Attachment 1 to motion 2 by Councillor James Pasternak, and authorize the Chief Engineer and Executive Director, Engineering and Construction Services to negotiate and execute the agreement on terms and conditions satisfactory to the Chief Engineer and Executive Director, Engineering and Construction Services and the General Manager, Transportation Services, and in a form acceptable to the City Solicitor. 5. City Council direct that Confidential Attachment 1 to motion 2 by Councillor James Pasternak remain confidential in its entirety, as it pertains to ongoing negotiations between the City and the engineering design consultant, until such time that the agreement is executed and the amount can be disclosed to the public. Confidential Attachment 1 to motion 2 by Councillor James Pasternak remain confidential at this time in accordance with the provisions of the City of Toronto Act, 2006, as it pertains to ongoing negotiations between the City and the engineering design consultant. Confidential Attachment 1 to motion 2 by Councillor James Pasternak will be made public following the executive of the agreement.
