There is a moratorium on parking pads in Ward 11 because of their multiple adverse effects upon sidewalk safety, stormwater runoff, tree health, public parking supply, soft landscaping requirements etc. However, the Ward Councillor has received several requests for exceptions for special cases that are claimed not to worsen these problems, e.g. because the proposed pad has been used for vehicle parking continuously since before the moratorium was instituted, and / or because the affected area is already impermeable and groundwater infiltration is proposed to be increased through the use of permanently permeable pavement.
