This report seeks the approval of the Board of Directors of Toronto Parking Authority (TPA) to award a contract for the implementation of new inbuilding Distributed Antenna System (DAS) cell phone repeater systems at the following eight (8) car parks: Car Park 13: 20 Delisle Avenue Car Park 36: 110 Queen Street West Car Park 42: 91 Via Italia Car Park 49: 30 Roehampton Car Park 52: 40 York Street Car Park 58: 9 Bedford Road Car Park 125: 323 Richmond Street East Car Park 261: 45 Abell Street This initiative is part of the Toronto Parking Authority's ongoing commitment to deliver a superior customer experience in our parking facilities, emphasizing convenience, reliability, and operational excellence.

Site selection was based on comprehensive signal strength assessments conducted in Q4 2024, which identified locations with average signal levels below -105 dBm, supplemented by customer feedback and operational requirements. This initiative represents a continuation of the Distributed Antenna System Cell Phone Repeater project initiated under RFP‑IT‑202405‑01, for which the Toronto Parking Authority Board previously approved a contract award for the implementation of DAS solutions at four (4) car parks at its meeting in July 2024. This phase is currently in the final stages of implementation and is scheduled to be activated before the end of 2025. The current project expands the program to eight (8) additional locations, which will directly address suboptimal cellular coverage (-115 dBm) within these eight underground facilities, resulting in persistent connectivity issues for customers, parking equipment, and staff. By significantly (-75 dBm) enhancing signal strength and reliability, the project will resolve these challenges and, consistent with Toronto Parking Authority's safety‑first philosophy, materially strengthen the safety and security environment for all facility users. The enhanced connectivity will also facilitate integration of the Green P App with gated equipment at these locations, thereby broadening payment options and supporting Toronto Parking Authority's digital objectives. The recommendations in this report are the result of a Request for Proposals (RFP) process that commenced on March 21, 2025. Through a comprehensive evaluation of proposals received, it is recommended that a contract, in an amount not exceeding $4,218,077.90, excluding Harmonized Sales Tax (HST), inclusive of a 15% contingency, for the Distributed Antenna System cell phone repeater Project be awarded to Rogers Communications Canada Inc.
