As the city filed it
Toronto's on-street paid parking inventory operated by Toronto Parking Authority (TPA) is often impacted by competing curbside uses. This includes temporary parking stall removals, such as redevelopment activities, or permanent parking stall removals, such as road reconstruction. Toronto Parking Authority has established multiple policies that set out the cost recovery associated with both temporary and permanent on-street paid parking removals.

Toronto Parking Authority Policy Resolution 2-6 - Cost Recovery - Street Occupancy Permits at On-Street Meter Location allows Toronto Parking Authority to seek reimbursement for lost revenue when on-street parking spaces are temporarily closed for work on the roadway. Toronto Parking Authority Policy Resolution 2-12 - Cost Recovery - Permanent Removal of On-Street Meter Locations allows Toronto Parking Authority to seek reimbursement for lost revenue when on-street parking spaces are permanently removed. This report recommends revisions to both policies to clarify cost recovery provisions, ensuring that Toronto Parking Authority is fully compensated for lost revenues and that responsibilities are clearly assigned to the appropriate parties.
