At its meeting on March 26, 2025, City Council adopted the Mayor's Economic Action Plan in Response to U.S. Tariffs, outlining ten immediate actions the City will undertake in response to tariffs imposed by the United States.

Included in these actions was a directive for the City Manager and the General Manager of Economic Development and Culture to propose amendments to the purchasing bylaw, with a report back to Council anticipated in July 2025. Given the forthcoming amendments to procurement policies and their potential impact on existing and future contractual arrangements, deferring the decision until October 16, 2025, will ensure alignment with City Council's updated procurement framework and strategic priorities.
