City Council on May 21 and 22, 2025, adopted the following: 1. City Council amend City of Toronto Zoning By-law 569-2013 for the lands at 900 Middlefield Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 6 to the report (December 17, 2024) from the Director, Community Planning, Scarborough District. 2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.

3. City Council request the Executive Director, Development Review to include as a condition of site plan approval for the development a requirement that warning clauses be included in condominium declarations or future sale or lease agreements as notice of potential influence from industrial facilities located at 3450 McNicoll Avenue.

This report reviews and recommends approval of the application to amend the Official Plan and Zoning By-law to permit a 5-storey residential apartment building located at 900 Middlefield Road. The proposed building would have a total gross floor area of 5,142 square metres, including 199 square metres of commercial space on the ground floor. A total of 48 residential dwelling units and 55 vehicular parking spaces are proposed.

The proposed development is consistent with the Provincial Policy Statement (2020) and the Provincial Planning Statement (2024), and conforms with A Place to Grow: Growth Plan for the Greater Golden Horseshoe (2020). The proposed development also conforms to the City's Official Plan.
