This report reviews and recommends approval of an application to amend the Zoning By-law to permit a 64-storey (232.4 metres including mechanical penthouse) mixed-use building that includes the conservation of a portion of the existing heritage building, and would contain 579 dwelling units and 21,413 square metres of non-residential gross floor area at 522 University Avenue.

The Director, Community Planning, Toronto and East York District, recommends that: 1. City Council amend Zoning By-law 569-2023 for the lands at 522 University Avenue substantially in accordance with the draft Zoning By-law included as Attachment 5 to this report. 2. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required. 3. Before introducing the necessary Bills to City Council for enactment, City Council require the owner to: a.

submit a revised Functional Servicing and Stormwater Management Report, ("Engineering Reports"), and supporting plans, to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services, in consultation with the General Manager, Toronto Water; b. enter into a financially secured agreement with the City to secure the construction of any upgrades or required improvements to the existing municipal infrastructure identified in the accepted Engineering Reports to support the development, if any, all to the satisfaction of the Chief Engineer and Executive Director, Engineering and Construction Services and the General Manager, Toronto Water; c. enter into a Heritage Easement Agreement with the City for the property at 522 University Avenue, substantially in accordance with the plans and drawings dated July 31, 2024 prepared by WZMH, and on file with the Senior Manager, Heritage Planning; and the Heritage Impact Assessment (HIA), dated October 15, 2024 prepared by ERA Architects, all on file with the Senior Manager, Heritage Planning, subject to and in accordance with the Conservation Plan, to the satisfaction of the Senior Manager, Heritage Planning including execution of such agreement to the satisfaction of the City Solicitor; and d. provide a detailed Conservation Plan, prepared by a qualified heritage consultant that is substantially in accordance with the conservation strategy set out in the Heritage Impact Assessment for the property at 522 University Avenue, to the satisfaction of the Senior Manager, Heritage Planning.
