This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Engineering and Construction Services (ECS) and Toronto Transit Commission (TTC) are planning to replace the watermain and streetcar tacks at the intersection of Bathurst Street and Lake Shore Blvd West/Fleet Street, from February 17, 2025 to August 1, 2025. The project involves multiple construction phases where traffic lanes will be reduced to one lane in each direction.

In order to improve traffic operations at the subject intersection, all turns will be prohibited during construction. These turn restrictions will impact access/egress for area residents and Billy Bishop Airport. Therefore, Transportation Services is requesting authorization to temporarily rescind the turn restrictions at nearby intersections to accommodate the detour traffic in the neighbourhood. In addition, the detour traffic on Stadium Road may present traffic flow issues due to the curbside parking lane on the west side of the street. To address any potential issues with two-way traffic flow, Transportation Services recommends a standing prohibition to be in effect at all times on the west side Stadium Road, from Queens Quay West to Bishop Tutu Boulevard. The above traffic and parking amendments will be in effect for approximately six months from February 17 to August 1, 2025 while the project is ongoing.
