Implementing Community Plan to Pedestrianize a segment of Collier Street with Section 37 Funds

37 funds for improvements to Collier Street plus, if possible, public art. At the request of the community, the primary purpose of the Collier Street improvements is to improve safety and access to public space by creating a pedestrian plaza at the west end of the site. Since that time, the applicant has worked closely with the neighbouring community and city staff to develop a plan for the pedestrian plaza. However, Transportation Services has not yet developed a procedure to implement this initiative, and has no unit responsible for it. In May 2024, TEYCC authorized a construction management plan for TE13.23 - 717 Church Street, 85, 89, 93 and 97 Collier Street - Construction Staging Area. This plan has already closed the eastbound lane of Collier Street until February 2027. The construction project has accelerated the urgency of pedestrianization of Collier Street, due to reckless vehicles speeding through the area despite the large number of construction vehicles and reduced visibility. This letter is to begin the process of pedestrianization with a temporary closure while the applicant and community work with Transportation Services to finalize the permanent pedestrian plaza.

Street and the neighbouring community on how to implement their joint proposal to pedestrianize the western portion of Collier Street abutting the site, and report back to the Toronto and East York Council in Q4 of 2025 with all necessary details.
