Transportation Services is recommending the installation of speed humps on Elgin Avenue, between Bedford Road and Avenue Road. Staff's assessment indicates the criteria as set out in the updated Traffic Calming Policy has been satisfied. Therefore, speed humps should be installed on Elgin Avenue.

Transportation Services is also recommending enhancing the existing parking prohibition at anytime on the south side of Elgin Avenue, between Bedford Road and Avenue Road, to a no standing at anytime. This change will further deter parking and maintain unobstructed two-way traffic flow on this street.

The Director, Traffic Management, Transportation Services recommends that: 1. Toronto and East York Community Council authorize the installation of speed humps on Elgin Avenue, between Bedford Road and Avenue Road. 2. Toronto and East York Community Council direct the City Solicitor to prepare a by-law to alter the roadway for the installation of three speed humps on Elgin Avenue, between Bedford Road and Avenue Road, generally as shown on Attachment 2, Drawing TC-498 dated April 2025, attached to the report entitled "Traffic Calming (Speed Humps) and Parking Amendments - Elgin Avenue, between Bedford Road and Avenue Road" from the Director, Traffic Management, Transportation Services.
