The Toronto and East York Community Council: 1. Authorize the installation of speed humps on Rathnelly Avenue, between Macpherson Avenue and Poplar Plains Crescent. 2. Direct the City Solicitor to prepare a By-law to alter the roadway for the installation of five speed humps on Rathnelly Avenue, between Macpherson Avenue and Poplar Plains Crescent, generally as shown on Attachment 2 to the report (May 20, 2025) from the Director, Traffic Management, Transportation Services.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Transportation Services has reviewed the need for speed humps on Rathnelly Avenue, between Macpherson Avenue and Poplar Plains Crescent. The assessment indicates the warrant criteria as set out in the updated Traffic Calming Policy has not been satisfied. Therefore, staff do not recommend the installation of speed humps on Rathnelly Avenue.

The Director, Traffic Management, Transportation Services recommends that: 1. Toronto and East York Community Council not authorize the installation of speed humps on Rathnelly Avenue, between Macpherson Avenue and Poplar Plains Crescent.
