Castle Frank Road and South Drive are curving residential streets which used to carry primarily local traffic. Since the pandemic, and with the introduction of navigation apps such as Waze, they have increasingly suffered from high-speed cut-through traffic by reckless and impatient drivers. Speed humps have not materially slowed dangerous speeding. As a result, seniors, families, and children are increasingly at risk when they cross the street, especially where visibility is limited by trees and curving streets.

Because these used to be quiet roads, there are no traffic lights or marked crosswalks in several areas heavily used by pedestrians. This includes: - the entrance to Craigleigh Gardens, a popular park with constant foot traffic; - the Milkman's Lane access point, frequently used by walkers and by school and nature groups; - the intersection of Elm Avenue and Castle Frank Road; and - 36 Castle Frank Road, a multi-unit residential building on the east side of Castle Frank, where the only sidewalk is on the west side.

Councillor Dianne Saxe recommends that: 1. Toronto and East York Community Council direct the General Manager, Transportation Services to report back to Toronto and East York Community Council in the first quarter of 2026 with recommendations on how to provide safe pedestrian access: a. to Craigleigh Gardens; b. to the Milkman's Lane access point; c. across the intersection of Elm Avenue and Castle Frank Road; and d. to the sidewalk from 36 Castle Frank Road.
