This report recommends that City Council adopt the Elm Street Streetscape Vision (the Vision) for Elm Street between Yonge Street and Bay Street. The Vision aims to preserve, maintain, and enhance the existing character of Elm Street and will inform the review of development applications. The Vision illustrates pedestrian oriented design standards for the street, including improvements for pedestrians, public and café outdoor seating, planting areas, a potential mid-block crossing opportunity, and road safety enhancements.

The Vision was developed with community input, including three public engagement sessions and additional correspondence with the Downtown Yonge Business Improvement Area (DYBIA) and the public. Implementation of the Vision is proposed to occur incrementally over time with each phase contributing to the completion of the overall streetscape concept.
