City Council on March 25 and 26, 2026, adopted the following: 1. City Council receive the report (March 18, 2026) from the Integrity Commissioner for information. 2. City Council request the Integrity Commissioner to provide guidance to Members of Council on how to respond appropriately to discriminatory, hateful or harassing speech.

The complaints alleged Councillor Moise engaged in discreditable conduct in a post-meeting interaction with a constituent. The appended report of the inquiry under section 160 of the City of Toronto Act, 2006, considers whether Councillor Moise violated Article 14 (Discreditable Conduct).
