City Council on May 20 and 21, 2026, adopted the following: 1. City Council direct the Executive Director, Housing Development Office, in consultation with the Chief Executive Officer, CreateTO, the Executive Director, Corporate Real Estate Management, and the President, Toronto Parking Authority, to review any proposals or expressions of interest received from non-profit housing providers, affordable housing organizations, or other interested parties that may support the delivery of affordable rental housing at 838 Broadview Avenue and, where applicable, the adjacent lands at 840-844 Broadview Avenue.

2. City Council direct that any proposal or expression of interest be reviewed, where applicable, having regard to the following: a. where the proposal relies on the inclusion of 840-844 Broadview Avenue, whether the proponent has entered into, or is prepared to enter into, a binding agreement of purchase and sale with the owner of those lands; b. whether the proposal maintains the program requirements previously contemplated for the consolidated site, including a minimum of 30 percent affordable rental housing and the parking requirements associated with the original agreement with the Broadview Group; c. whether the proposed development can be designed and evaluated in accordance with the Toronto Builds Policy Framework; d. whether any additional grant funding from the City of Toronto would be required to support project viability; e. whether the proponent is prepared to provide a detailed pro-forma analysis to the Housing Development Office and CreateTO to allow staff to review, analyze and validate the underlying financial, development and delivery assumptions; f. whether the proposal includes sufficient detail regarding the proposed partnership structure, tenure, affordability approach, funding sources, project schedule and delivery model; and g. whether the project is capable of being delivered on a timeline acceptable to the Housing Development Office. 3. City Council direct the Executive Director, Housing Development Office, in consultation with the Chief Executive Officer, CreateTO, the Executive Director, Corporate Real Estate Management, and the President, Toronto Parking Authority, to report back to the June 11, 2026, meeting of the Planning and Housing Committee with the results of any discussions with interested parties and staff's review of any proposals or expressions of interest received. 4. City Council direct that Confidential Attachment 1 to the report (April 28, 2026) from the Executive Director, Housing Development Office remain confidential in its entirety as it relates to both a proposed or pending disposition of property by the City and a position, plan, procedure, criteria or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the City and be made public at the discretion of the Deputy City Manager, Development and Growth Services. 5. City Council direct that Confidential Attachment 1 to the supplementary report (May 19, 2026) from the Executive Director, Housing Development Office remain confidential in its entirety, as it relates to a proposed or pending acquisition or disposition of land by the City and a position, plan, procedure, criteria or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the City, and authorize that Confidential Attachment 1 to the supplementary report (May 19, 2026) Executive Director, Housing Development Office be made public at the discretion of the Deputy City Manager, Development and Growth Services. This report responds to City Council direction from December 2025 requesting staff to report back with a development plan to activate the City-owned lands at 838 Broadview Avenue for a mixed-income affordable housing development consistent with the Toronto Builds Policy Framework and the public builder model. In response to Council's direction, staff examined how a mixed-income rental housing development could be accommodated on the City-owned parcel if pursued as a standalone project.

As part of this analysis, staff also reviewed an alternative supportive housing scenario to understand how different housing program types could be accommodated on the site. This report provides an overview of the development scenarios examined. Detailed information regarding development assumptions, massing analysis, scheduling, and financial considerations is provided in Confidential Attachment 1.

Staff recommended

The Executive Director, Housing Development Office recommends that: 1. City Council direct that the confidential information contained in Confidential Attachment 1 remain confidential in its entirety as it relates to both a proposed or pending disposition of property by the City and a position, plan, procedure, criteria or instruction to be applied to negotiations carried on or to be carried on by or on behalf of the City, and be made public at the discretion of the Deputy City Manager, Development and Growth Services.
