City Council on April 22 and 23, 2026, adopted the following: 1. City Council amend Zoning By-law 569-2013, substantially in accordance with the draft Zoning By-law Amendment included as Attachment 1 in the supplementary report (April 21, 2026) from the Interim Executive Director, Development Review. 2. City Council determine that the changes contained within the revised By-law are reflective of the original proposal and plans considered by Etobicoke York Community Council, and pursuant to subsection 34(17) of the Planning Act, no further public notice is required in respect of the proposed amendment to the Zoning By-law.

3. City Council direct the City Solicitor to withhold the necessary Bills for enactment until the owner has submitted a revised acceptable Functional Servicing and Stormwater Management Report and entered into a financially secured agreement for the design, construction and provision of financial securities for municipal infrastructure improvements to the existing municipal infrastructure, as identified in the in the accepted Functional Servicing and Stormwater Management Report to the satisfaction of the Director, Engineering Review. 4. City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required. 5. City Council request the Director, Engineering Review to identify the safety and functionality of the right-in/right-out access to Royal York Road as a priority for staff to review during the site plan review process, including consideration of physical design measures/deterrents. 6. City Council request the Mayor, as part of the budget process, to allocate any Community Benefits Charge funds collected from the development at 327 Royal York Road to the construction of the extension of the Newcastle bi-directional cycle track from Windsor Street (where it ends on the 39 Newcastle Street application) to Royal York Road and improvements to the intersection of Royal York Road and Judson Street in Ward 3 in consultation with the local Councillor.

This report reviews and recommends the approval of the application to amend the Zoning By-law to permit two 43-storey buildings (145.8 metres including the mechanical penthouse) with a gross floor area (GFA) of 70,700 square metres. The proposal includes approximately 1,046 residential units, 106 vehicular parking spaces, 795 bicycle parking spaces and 233 square metres of non-residential uses.

City Council amend Zoning By-law 569-2013, for the lands municipally known as 327 Royal York Road substantially in accordance with the draft Zoning By-law Amendment attached as Attachment 5 to this report. 2. City Council authorizes the City Solicitor to make such stylistic and technical changes to the draft Zoning By-law Amendment as may be required.
