an effective construction management plan and traffic management plan are in place that mitigate, in good faith, impacts on traffic flow and major scheduled events in the project area; b. City staff coordinate, as appropriate, with affected stakeholders throughout the duration of the project to support construction staging, scheduling, communications, and mitigation measures; c. City staff work in accordance with the provisions of the contract to identify, and where appropriate implement, opportunities to accelerate completion of the work, where feasible; and d. construction on Chesswood Drive and Sheppard Avenue not commence before July 17, 2026 and, during such construction, all equipment, workers, and debris shall be removed by the contractor from traffic lanes and any closed lanes be re-opened to traffic by 3:00 p.m. on the date of any Roger's Stadium concert.

On March 20, 2026 a construction notice was distributed by Toronto Water concerning Contract 26TW-CPI-03CWD. This is a watermain cleaning and relining on various streets in the area. There are growing concerns about the above referenced project. Chesswood Drive was the subject of a major construction project in 2023 which included road resurfacing, off road cycle tracks and sidewalk construction. The project was highly disruptive to local businesses.

There were unjustified lane closures and periods of time when the project was abandoned by subcontractors. A town hall with local businesses had to take place the local Councillor received numerous complaints throughout the term of the project. There is deep concern at the possible inconvenience and cost of tearing up the street again with the proposed watermain work. There are also considerable questions being raised as to why such recent work could be torn up again. Second, the construction route for 26TW-CPI-03CWD includes Sheppard Avenue which is a key entry and exit point to the Roger's Stadium, which holds 52,200 people and has 17 concerts booked in May 2026. The concert season starts on May 26, 2026. It is unclear from the notice whether there will be lane and / or road closures and the notice seems written for home owners even though it the work is to take place on streets that are in employment lands. If there are lane and / or road closures during the construction period this will result in total mayhem, traffic congestion and gridlock in the area.

Staff recommended

Councillor James Pasternak recommends that: 1. City Council pause any and all work related to Contract 26TW-CPI-03CWD until such time as an effective construction management plan is clear and a traffic management plan is in place and that the local Councillor and local businesses fully understand the scope of the project and its impact on commercial traffic flow and Roger's Stadium concerts.
