An associated Rental Housing Demolition application has been submitted to demolish the existing 19-storey rental apartment building that contains 226 rental units. On February 27, 2026, the applicant appealed the Official Plan and Zoning By-law Amendment applications to the Ontario Land Tribunal due to Council's failure to make a decision on those applications within the time frame in the Planning Act. This Report recommends that the City Solicitor with the appropriate City Staff attend the Ontario Land Tribunal hearing to oppose the applications in their current form and to continue discussions with the applicant to resolve any outstanding issues.
