The Toronto and East York Community Council: 1. Approved the temporary closure of the eastbound lanes to vehicular traffic on Sunlight Park Road, between Broadview Avenue and Eastern Avenue, from August 1, 2026 to June 30, 2029, inclusive, to facilitate construction of the East Harbour Transit Hub. 2. Approved the temporary closure of the south sidewalk to pedestrian traffic on Sunlight Park Road, between Broadview Avenue and Eastern Avenue, from August 1, 2026 to June 30, 2029, inclusive, to facilitate construction of the East Harbour Transit Hub.

3. Approved the temporary closure of the east sidewalk to pedestrian traffic on Broadview Avenue, between Eastern Avenue and Sunlight Park Road, from August 1, 2026 to June 30, 2029, inclusive, to facilitate construction of the East Harbour Transit Hub. 4. Directed the General Manager, Transportation Services, to include the following as a condition of permits for the long-term road and sidewalk closures detailed in Parts 1 to 3 above: a. pressure wash the construction site and adjacent sidewalks and roadways weekly or frequently as required, to remove construction debris and maintain safe conditions for all road users; b. install appropriate signage to ensure safety of pedestrians, cyclists and motorists at all times; c. provide a sufficient number of traffic control persons as determined by the Work Zone Traffic Coordinator to control construction vehicle access and egress to and from the site and maintain a safe environment for the public; d. Sunlight Park Road and adjacent impacted sidewalks be reopened and restored to their pre-construction condition or better, upon completion of the East Harbour Transit Hub construction works; and e. post a 24-hour monitored construction hotline number on the construction hoarding, prominently displayed and legible from a minimum of 20 metres on all elevations facing the public realm. 5. Authorized the General Manager, Transportation Services, in issuing any requisite permit to include additional permit terms and conditions as the General Manager, Transportation Services deems necessary and appropriate.

This staff report is about a matter that Community Council has delegated authority from City Council to make a final decision. Metrolinx is constructing the East Harbour Transit Hub (EHTH), a major regional transit interchange station to be located within the Lakeshore East rail corridor, immediately east of the Don Valley Parkway and south of Eastern Avenue. To facilitate construction of the EHTH, Community Council approval is required for the temporary closure of: - Sunlight Park Road, between Broadview Avenue and Eastern Avenue; - The south sidewalk on Sunlight Park Road, between Broadview Avenue and Eastern Avenue; and - The east sidewalk on Broadview Avenue, between Eastern Avenue and Sunlight Park Road.

The proposed temporary road and sidewalk closures are required to accommodate construction staging and laydown activities associated with the EHTH project and are requested from August 1, 2026 to June 30, 2029, inclusive. Transportation Services staff have reviewed the request and are satisfied that the proposed temporary closures are necessary to support construction of the EHTH and can be accommodated while maintaining pedestrian connectivity, emergency access, and the safe operation of the surrounding road network.
