Blackthorn Avenue, between Rogers Road and Rowntree Avenue, is a local residential street operating as an important route for drivers, cyclists, and pedestrians. The area is also home to many families and young children who travel around the neighbourhood. To help address speeding concerns and improve road safety, five speed humps were installed on this section of Blackthorn Avenue in 2000. Following the installation of improvements through the Silverthorn Cycling Connections Project, this section of Blackthorn Avenue was converted from two-way traffic to one-way southbound traffic.

While these changes improved road safety in the area, residents on Blackthorn Avenue have highlighted a gap in the existing traffic-calming measures on this street. The distance between the southernmost speed hump and Rockwell Avenue is approximately 100 metres, creating a segment of roadway that encourages drivers to speed up. This distancing does not meet the City of Toronto's standard and appears to be an error in the previous design. In response to these concerns, installing an additional speed hump is recommended. This extension of the existing measures will help reduce speeding and improve safety for all.
