- O Canada - Moment of Silence - Declarations of Interest under the Municipal Conflict of Interest Act
CALL TO ORDER: 9:39 a.m. Speaker Nunziata took the Chair and called the Members to order. The meeting opened with O Canada. Wednesday, February 19, 2020 Members of Council observed a moment of silence and remembered: Christie Blatchford Douglas Burlie Ho Sze Chow Daniel D'Aloisio Beatrice Ann Hopkins Michael Lee Tzekas Hopelin (Hope) Walters, and Hermine Wekerle Speaker Nunziata acknowledged that City Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. Speaker Nunziata also acknowledged that Toronto is covered by Treaty 13 signed with the Mississaugas of the Credit. Speaker Nunziata advised Members of the following: This special meeting of Council is scheduled for the following purposes: 1. to consider the Executive Committee's Report from its meeting on February 13, 2020; 2. to introduce and enact a General Bill; and 3. to introduce and enact a Confirming Bill for this special meeting. Members of Council, this is a special meeting. Under Council's Procedures, no new business items, such as Notices of Motions, may be introduced. This rule cannot be waived.

City Council on February 19, 2020, received the following petitions for information: 1. Petition headed "Save the Cabbagetown Youth Centre", submitted by Councillor Kristyn Wong-Tam, Ward 13, Toronto Centre, containing the names of approximately 919 persons. 2. Petition headed "Fund the Regent Park Social Development Plan", submitted by Councillor Kristyn Wong-Tam, Ward 13, Toronto Centre, containing the names of approximately 739 persons. 3. Petition headed "For Climate Emergency Funding in the 2020 Budget", submitted by Councillor Gord Perks, Ward 4, Parkdale-High Park, containing the names of approximately 76 persons. 4. Petition headed "For Climate Emergency Funding in the 2020 Budget", submitted by Councillor Paula Fletcher, Ward 14, Toronto-Danforth, containing the names of approximately 62 persons. 5. Presentations, Introductions and Announcements
Various presentations and announcements will be made at the City Council meeting.
Various presentations, introductions and announcements were made to City Council on February 19, 2020. Speaker Nunziata, during the morning session of the meeting, acknowledged the families and Toronto Fire Service colleagues, of Douglas Burlie and Daniel D'Aloisio, who were present in the Chamber. Councillor Filion, during the morning session of the meeting, welcomed the Willowdale Youth Council who were present in the Chamber. Speaker Nunziata, during the morning session of the meeting, called upon Mayor Tory and Councillor Pasternak to come forward for a special presentation. Councillor Pasternak advised Members of Council that after 33 years of service to the City of Toronto, Richard Ubbens, Director of Parks, was leaving the City for a senior level position at the Toronto and Region Conservation Authority. Councillor Pasternak spoke of the many initiatives that Richard Ubbens was instrumental in, such as the multi-year Park Plan and the Ravine Strategy. Councillor Pasternak thanked Mr. Ubbens for his contributions to the City. Mayor Tory addressed City Council and acknowledged Richard Ubbens' numerous accomplishments and his efforts to ensure that Toronto's natural assets are preserved and enhanced now and in the years to come. Mayor Tory presented Mr. Ubbens with a scroll. Richard Ubbens addressed Council and said that it had been an extreme privilege to serve the public of Toronto, to serve Members of Council and to be part of such a magnificent team of public servants. Mr. Ubbens thanked Members of Council. Speaker Nunziata, during the afternoon session of the meeting, advised Members of Council about the Children's Breakfast Club Acts of Kindness Challenge and that the Club had asked Members of Council to sign an apron, which would be used as a prize for one of the winning schools in the Acts of Kindness Challenge. Mayor Tory, during the afternoon session of the meeting, advised Members of Council that he had spoken to Councillor Jaye Robinson who was in good spirits and appreciates all the support she had received from everyone at City Hall.
