Introduction and Enactment of a Confirming Bill
City Council will introduce and enact a Confirming Bill for this special meeting.
City Council enacted By-law 254-2020 to confirm the proceedings of the special Council meeting held on March 6, 2020.

The purpose of this report is to provide Council with the results of the collective bargaining negotiations with TCEU, Local 416 - CUPE and to seek ratification and approval of the successfully negotiated Memorandum of Settlement between the City of Toronto and TCEU, Local 416 - CUPE.
City Council on March 6, 2020, adopted the following: 1. City Council ratify and approve the Confidential Attachment 1, Memorandum of Settlement dated February 28, 2020, between the City of Toronto and TCEU, Local 416 - CUPE to effect a new collective agreement, as attached to the report (March 4, 2020) from the City Manager and the Chief People Officer. 2. City Council authorize staff to make the necessary amendments to rates of pay, benefits and other issues identified as agreed changes in the new Memorandum of Settlement. 3. City Council authorize staff to make the necessary adjustments to the 2020 Non-Program Expenditure Budget and Operating Budgets of the Divisions to reflect provisions of the Memorandum of Settlement. 4. City Council authorize the public release of the confidential information in Confidential Attachment 1 to the report (March 4, 2020) from the City Manager and the Chief People Officer at the conclusion of the Special Meeting. 5. City Council authorize the public release of the confidential information in Confidential Attachment 2 to the report (March 4, 2020) from the City Manager and the Chief People Officer at the conclusion of the Special Meeting. 6. City Council authorize the public release of the confidential labour relations information in Confidential Attachment 3 to the report (March 4, 2020) from the City Manager and the Chief People Officer, following the conclusion of collective bargaining with CUPE Local 79, including ratification and approval of the collective agreement, by Council, and the completion of all related proceedings. Confidential Attachments 1 and 2 to the report (March 4, 2020) from the City Manager and the Chief People Officer are now public and can be accessed under Background Information (City Council). Confidential Attachment 3 to the report (March 4, 2020) from the City Manager and the Chief People Officer remains confidential at this time in accordance with the provision of the City of Toronto Act, 2006, as it pertains to labour relations or employee negotiations and labour relations information, supplied in confidence to the City of Toronto, which, if disclosed, could reasonably be expected to prejudice significantly the competitive position or interfere significantly with the contractual or other negotiations of a person, group of persons, or organization. The confidential labour relations information in Confidential Attachment 3 to the report (March 4, 2020) from the City Manager and the Chief People Officer will be made public following the conclusion of collective bargaining with CUPE Local 79, including ratification and approval of all collective agreements, by Council, and the completion of all related proceedings.

The City Manager recommends that: 1. - O Canada - Moment of Silence - Declarations of Interest under the Municipal Conflict of Interest Act
CALL TO ORDER: 1:06 p.m. Speaker Nunziata took the Chair and called the Members to order. The meeting opened with O Canada. Members of Council observed a moment of silence and remembered The Honourable David Smith. Speaker Nunziata acknowledged that City Council was meeting on the traditional territory of many nations including the Mississaugas of the Credit, the Anishnabeg, the Chippewa, the Haudenosaunee and the Wendat peoples and is now home to many diverse First Nations, Inuit and Métis peoples. Speaker Nunziata also acknowledged that Toronto is covered by Treaty 13 signed with the Mississaugas of the Credit. Speaker Nunziata advised Council of the following: Members of Council, this special meeting of Council has been called for the following purposes: 1. to consider a report from the City manager and the Chief People Officer on the results of collective bargaining negotiations with Toronto Civic Employees' Union Local 416 - CUPE; and 2. to introduce and enact a confirming by-law for this meeting. Members of Council, this is a special meeting. Under Council's Procedures, no other business such as Notices of Motions, may be introduced. This rule cannot be waived.

Various presentations and announcements will be made at the City Council meeting.
Various presentations, introductions and announcements were made to City Council on March 6, 2020. Speaker Nunziata acknowledged that today, March 6th, was the City of Toronto's 186th anniversary. Councillor Colle advised members of Council that it was Toronto's birthday and suggested that the best way of celebrating Toronto's birthday was by going out to eat at a local restaurant, especially a Chinese or Asian restaurant. Speaker Nunziata asked the women Councillors to stay behind following the Council meeting to take a picture for International Women's Day. Councillor Cressy advised Members of Council that this morning the Medical Officer of Health provided an update on COVID-19 and that Members will have received in their in-boxes a full update from the Medical Officer of Health, as well as an invitation to a Councillors' briefing next week on the City's preparedness and readiness plans. Councillor Cressy encouraged all Members to attend if they can.
