City of Toronto's Action on Housing
The Senior Strategic Policy Consultant, Housing Secretariat and the Project Director, Corporate Initiatives, Governance and Corporate Strategy, City Manager's Office, will provide an overview of the City's HousingTO 2020-2030 Action Plan, the City's progress in implementation to-date and key implementation priorities for 2022. The HousingTO Plan, which includes an updated Housing Charter, provides a blueprint for action across the full housing spectrum - from homelessness to rental and ownership housing to long-term care for seniors.

At the invitation of the Confronting Anti-Black Racism Unit, Social Development, Finance and Administration, the Principal, CP Planning and Co-Lead, PARTNA Initiative and the Financial Director and Co-Lead, PARTNA Initiative, will give a presentation to the Committee. This presentation will outline the work of the PARTNA Initiative, a community-based non-profit initiative exploring alternative affordable housing options on existing private residential housing stock.
The Confronting Anti-Black Racism Advisory Committee recommends that: 1. City Council direct the Chief Planner and Executive Director, City Planning and the Executive Director, Housing Secretariat to work in collaboration with the Executive Director, Social Development, Finance and Administration, and Toronto's Medical Officer of Health, to identify what would be required to support the successful implementation of the PARTNA program, and address barriers as they relate to zoning, land use planning and Black-led affordable housing development, and report back to the Confronting Anti-Black Racism Advisory Committee or the Executive Committee in the first quarter of 2023.

Commercial Property Ownership Mechanisms in Little Jamaica
At the invitation of the Confronting Anti-Black Racism Unit, Social Development, Finance and Administration, representatives from Black UrbanismTO will give a presentation on financial structures to increase commercial property ownership for Black businesses in Little Jamaica.
The Confronting Anti-Black Racism Advisory Committee: 1. Recommends that City Council direct the Executive Director, Social Development, Finance and Administration and the General Manager, Economic Development and Culture, in consultation with the Executive Director, Corporate Real Estate Management, the Executive Director, Housing Secretariat, other appropriate City divisions, and the Chief Executive Officer, CreateTO, to explore using community land trusts to support the economic and social wellbeing of Black communities, including commercial, housing, and food land trusts, to support Black businesses and community organizations in Toronto neighbourhoods with a population made up of at least 10 to 15 percent Black residents. 2. Requested the Chair and the Co-Chair, Confronting Anti-Black Racism Advisory Committee, to meet with representatives from Black Urbanism TO and the Black Business and Professional Association, along with staff from Economic Development and Culture, to discuss opportunities for working together in the interest of accelerating the work plan for Little Jamaica, the meeting to be convened before the end of April 2022.
