Upcoming Changes Impacting Access to Social Infrastructure
Presentation by the Deputy Chief of Staff, City Manager's Office on the implementation plan for the upcoming changes impacting access to social infrastructure. The presentation will provide an update on the next steps for the upcoming changes impacting access to social infrastructure, including engaging the Confronting Anti-Black Racism Advisory Committee on the community communication plan.
The Confronting Anti-Black Racism Advisory Committee: 1. Requested the Confronting Anti-Black Racism Unit, Social Development invite the City Manager's Office to present an update on the Access to Social Infrastructure by-law implementation by Q4 2025. The presentation should include the following: a. an overview of the implementation plan, including staff resources; b. equity implications and strategies to prevent harm to Indigenous, Black and other equity-deserving communities affected; and c. the monitoring and reporting plans on the use and impact of the by-law.

The Executive Director, Toronto Police Services Board will provide a presentation on their existing action and activities to support Black communities and advance equity through policing in Toronto. The Chief Commissioner, the Acting Executive Director and the Solicitor, Ontario Human Rights Commission, will respond to questions from the Committee on the Ontario Human Rights Commission Impact to Action report , which explored anti-Black racism in the Toronto Police Service.
The Confronting Anti-Black Racism Advisory Committee: 1. Affirmed the Ontario Human Rights Commission's From Impact to Action report and its recommendations. 2. Recommended that the Economic and Community Development Committee request the Confronting Anti-Black Racism Unit, Social Development to invite the Toronto Police Service to present to the Confronting Anti-Black Racism Advisory Committee on the status and timeline of implementation of the Ontario Human Rights Commission recommendations, including: a. completed, ongoing, and pending actions by the implementation team; b. performance indicators and internal accountability mechanisms; and c. plans for community engagement and transparency. 3. Requested that the Confronting Anti-Black Racism Unit, Social Development integrate the Ontario Human Rights Commission's From Impact to Action report recommendations into Confronting Anti-Black Racism Advisory Committee's work plan, including: a. strategic alignment with relevant City strategies and equity initiatives; b. integration into Confronting Anti-Black Racism Advisory Committee monitoring and evaluation frameworks; and c. consideration of provincial and federal commitments related to anti-Black racism.

Toronto Island Park Master Plan
Parks, Forestry and Recreation staff will give a presentation on the Toronto Island Master Plan, including highlights of short- and long-term investments in Toronto Island, improvements to Visitor Experience, and updates on ongoing opportunities for continued engagement with stakeholders and community members including Queer, Indigenous, Black, and equity-deserving communities, racialized populations, and low-income communities.

Vacancy on the Confronting Anti-Black Racism Advisory Committee
The City Clerk's Office has received notice that Efia Tekyi-Annan has resigned from the Confronting Anti-Black Racism Advisory Committee effective April 8, 2025. We would like to thank Efia for their contributions to the Committee. City staff will lead a process to bring a nominated candidate to City Council for their consideration to fill this vacancy.
