Occupational Health and Safety Report - Third Quarter September 2022
This report provides information on the status of the Exhibition Place health and safety system, specifically on activities, priorities and performance during the third quarter of 2022. There was 1 lost time injury and 2 medical aid injuries in the third quarter of 2022 which is an increase from 0 during the same period in 2021. Workplace Safety and Insurance Board (WSIB) invoiced costs for third quarter 2022 were 17 percent higher than in third quarter 2021. An increase in Long Term Disability costs are attributable to the higher WSIB fees.

Participation at the UFI European Conference 2023
This report recommends approval of travel expenses for Exhibition Place General Manager, Laura Purdy, to attend the UFI European Conference 2023 and the co-located Women in Exhibitions (WIE) International Summit, at which she is a keynote speaker. UFI is the international organization representing trade and exhibition centers. The UFI European Conference is the leading European exhibition industry event, a trusted platform for bringing colleagues together from across Europe and beyond. The European Conference puts a spotlight on important industry topics and challenges faced by exhibition and event industry professionals. The event attracts over 300 industry leaders from organizers, venues, and service providers, and offers keynote sessions, interactive workshops, and invaluable networking opportunities. Women in Exhibitions Network was launched in 2018 with the aim of supporting the continued professional development of women working in exhibitions, providing opportunities for them to meet and network, and helping to nurture the next generation of female leaders. Professional members represent exhibition organizers, venues, and suppliers in the event industry whose business is related to the organization and facilitation of exhibitions or trade shows.

2022 Operating Budget Financial Impact Update Due to COVID-19
This report provides a further update since June 2022 on the year-end forecast from the impact of COVID-19. The Boards operations are highly dependent on the cash flow and net income from our trade and consumer shows, conferences, conventions, socials, galas, meetings, and tenants' operations. Since early in 2021, given the rise in concern over COVID-19, staff have been monitoring its cash flow from operations and continue to monitor all non-essential costs and discretionary expenditures such as travel, training, etc. At the time of our budget submission there were certain assumptions that were used with respect to the Board 2022 Operating Budget. Some of the key assumptions are: - The pandemic phase of COVID-19 was ending in 2022. Booking of events will be back to normal. - Attendance will be lower than pre-pandemic levels 75 percent. - With attendance being lower there will be lower ancillary revenue such as parking and show services. - There will be additional costs and procedures associated with the delivery of food and beverage due to COVID-19, and as well due to the anticipated reduction of attendance and revenue, the associated commission the Board receives will be lower. - Tenants will experience the same trends as the Board and as such the Board anticipates lower services revenue from tenants. - There is still volatility associated with the economy and as such non-essential costs have been delayed/deferred, and discretionary expenditures such as travel, training, etc. has been reduced. COVID-19 costs include both ongoing day to day service costs, as well as, restart, recover, and rebuild costs. The first forecast of the year was provided at the June 2022 Board meeting, this included actual results up to April 30, 2022, with forecast up to year-end. Staff had forecasted a net loss of ($4.900) million, which was unfavourable to our budget by ($1.600) million. The City supported Exhibition Place by funding the anticipated deficit. In April, COVID-19 was impacting business, more so than budgeted, industry insiders at the time were predicting reduced attendance for the fall and potential return of sanctions, which in turn would reduce ancillary and net parking revenue. Financial impacts and the uncertainty surrounding COVID-19 causes by its nature inherent uncertainty with budgeting and forecasting. Since our last update, the lingering effects of COVID-19 have been reducing. Both our trade and consumer shows, conferences, conventions, socials, galas, meetings, and tenants' operations are experiencing improvements to our original budget assumptions in attendance, in rent, net show services, food and beverage, and net parking. Staff have revised our year end forecast with a favourable variance of $0.500 million improvement against our ($3.300) million net deficit, to ($2.800) million net deficit before City funding. Exhibition Place is still forecasting to be in a net deficit position with a forecasted loss of ($2.800) million before City funding, staff continue to meet with City Financial Planning Department to discuss the impact of this deficit to our operations.

Ontario Line Update - Presentation by Metrolinx
Announced by the Province of Ontario in 2019, the proposed Ontario Line is one of four priority transit projects Metrolinx is leading for the Greater Toronto Area (GTA). The line will be the largest single expansion in Toronto's subway history, helping to ease congestion on existing transit lines throughout the city, and bring transit to underserviced neighbourhoods. The Ontario Line will bring 15.6 kilometres of much-needed subway service to Toronto to make moving around the city better, faster, and easier than it is today. The line will stretch across the city, from the Ontario Science Centre in the northeast to Exhibition Place in the southwest. The Ontario Line will have 15 stations including 6 interchange stations, and over 40 new connections to GO train services and existing subway, streetcar, and bus services. Staff from Metrolinx will be attending the Board meeting of December 9, 2022 to do a power point presentation on the design and progress of the Ontario Line project for the benefit of the Board Members.

This report seeks the Board's approval to increase daily regular rates by $2.00 and exhibitor parking rates by $3.00 commencing January 1, 2023. An annual review of parking rates shows that with the increases proposed, Exhibition Place parking rates will cover operating cost increases, maintain its profitability and remain competitive in the marketplace.

Gardiner Expressway Rehabilitation Update - Presentation by Parsons Inc.
The F.G. Gardiner Expressway Strategic Rehabilitation Plan was developed by the City of Toronto in 2014 and sets the framework for lifecycle renewal of the expressway from Highway 427 to the Don Valley Parkway (DVP). Section 1 of the Rehabilitation Project was recently completed from Jarvis Street to Cherry Street, and the City is now proceeding with Section 2 of the Rehabilitation Plan from Dufferin Street to Strachan Avenue. The project includes replacement of the superstructure (girders and deck) and rehabilitation of the substructure (bents). Construction is expected to commence in Q4 2023 and be completed in 2026. Parsons Inc. (Parsons) is the City of Toronto's Owner's Engineer and Technical Advisor (OE/TA) for this section of the Rehabilitation Plan and has prepared a Reference Concept Design (RCD) for the rehabilitation project. Parsons is a global consulting firm which delivers complex roads, bridges, tunnels, highways, and transit solutions including consulting and planning services, program and construction management, and alternative delivery methods. Staff from Parsons and the City of Toronto will be attending the Board meeting of December 9, 2022 to do a PowerPoint presentation on the Gardiner Rehabilitation Project Section 2 from Dufferin Street to Strachan Avenue adjacent to Exhibition Place for the benefit of the Board Members.

2023 Schedule of Board of Governors of Exhibition Place Meetings
In accordance with Board of Governors of Exhibition Place Procedure By-law, the Board determines the place in Toronto, day and hour of its regular meetings and the schedule of those meetings shall be publicly available by the first meeting of the Board in each calendar year. City Council on November 23 and 24, 2022 approved the 2023 schedule of meetings for City Council and its Committees. The schedule of meetings for Board of Governors of Exhibition Place has been developed to avoid dates, whenever possible, that conflict with the approved City Council schedule; and to avoid meetings on days of cultural or religious significance. Recognition of Service on Board - Mark Grimes
The Chair and the Members of the Board of Governors of Exhibition Place acknowledge, thank and applaud former City Councillor Mark Grimes, for his years of service and dedication as the Chair of the Board of Governors of Exhibition Place. A crystal clock will be engraved with Mark's name and years of service to the Board and delivered to him along with a letter conveying the Board's appreciation. The Board extends its sincere appreciation for his excellent leadership, continued support, and dedication to the Board of Governors and Exhibition Place over the last 12 years. Mark has championed many incremental projects and played a pivotal role in boosting the profile of sports at Exhibition Place. The development of Exhibition Place's 2022-2026 strategic plan was built with a forward-thinking perspective, recognizing that both Exhibition Place and the surrounding area are undergoing complex infrastructure transformation. Under Mark's leadership the groundwork and development of a transformational road map aligning the resources with the priorities, will lead Exhibition Place towards the steady Vision of becoming Canada's Premier Destination for Conventions, Exhibitions, Events, and Entertainment. The Board extends best wishes to Mark Grimes as he pursues his future endeavors.
