The Exhibition Place is an agency of the City of Toronto and managed by the Board of Governors of Exhibition Place. As Canada's largest exhibition and convention centre, the Exhibition Place is used for conventions, conferences, trade shows, entertainment and sporting events, public celebrations, festivals, and cultural attractions, generating over $594.5 million per year in economic impact. Technology plays a vital role in all aspects of the Exhibition Place's operations and services. Given the size of the operations, and the services that Exhibition Place provides, the Auditor General included a cybersecurity audit of the Exhibition Place in her 2025 Work Plan. This audit is conducted in two phases. Phase One of this audit focused on: Physical security at selected facilities, User access management, and Social engineering and staff awareness. Phase Two, which is in progress, will include an overall assessment of Exhibition Place's networks, systems, and application security and will be reported to the Board in April 2026. This report includes five administrative recommendations. The confidential findings and recommendations are contained in Confidential Attachment 1 to this report. A separate confidential detailed technical report has been provided to management with technical details to guide them in addressing the report findings and recommendations. Management agrees with the recommendations contained in the Confidential Attachment 1, which also includes management's response.
The Board of Governors of Exhibition Place: 1. Adopted the Confidential Recommendations in Confidential Attachment 1 to the report (November 21, 2025) from the Auditor General. 2. Subject to City Council approval, directed that Confidential Attachment 1 to the report (November 21, 2025) from the Auditor General, be public released at the discretion of the Auditor General, after discussions with the appropriate Exhibition Place and City officials. 3. Directed the Confidential Attachment 2 to the report (November 21, 2025) from the Auditor General, remain confidential in its entirety, as it pertains to the security of the property of the City of Toronto or one of its agencies and corporations. 4. Forwarded this report (November 21, 2025) from the Auditor General and Confidential Attachment 1 to the report (November 21, 2025) from the Auditor General, to City Council for information through the City's Audit Committee. 5. Recommends that City Council authorize the public release of Confidential Attachment 1 to the report (November 21, 2025) from the Auditor General at the discretion of the Auditor General, after discussions with the appropriate Exhibition Place and City officials.

Business Travel for UFI Executive Committee Meetings and UFI Board of Directors Meetings in 2026
This report recommends approving business travel expenses for Laura Purdy, General Manager, to attend UFI Executive Committee Meetings and UFI Board of Directors Meetings in 2026. Union des Foires Internationales, (UFI) is the global association of the Exhibition Industry. In November of 2023 Laura was appointed as the inaugural Chair of the newly established North American chapter of UFI. As Chapter Chair, Laura represents the region on both the UFI Board of Directors and the Executive Committee.
The Board of Governors of Exhibition Place: 1. Authorized business travel expenses for Laura Purdy, General Manager, to attend the UFI Executive Committee Meetings and UFI Board of Directors Meetings as listed below. The cost for each business travel event is not expected to exceed $8,500 CDN plus HST, for registration, flight, accommodation, and incidental expenses, with the exception being the Global Congress in Bahrain, for which expenses will not exceed $18,000 CDN. a. Exhibition Place Rental Rates for 2031 to 2035
This report recommends rental rate increases for meetings, conventions and exhibitions in all managed facilities within the Exhibition Place grounds for the period of 2031 to 2035. The recommendation is in response to increases in operating costs to maintain profitability and while keeping rates competitive with other venues in Toronto and the GTA.

Proposed Collective Agreement with the International Brotherhood of Electrical Workers, Local 353
The four (4) year Collective Bargaining Agreement between the Board of Governors of Exhibition Place and the International Brotherhood of Electrical Workers, Local 353 ("IBEW 353") expires on December 31, 2025. This report outlines the terms of a Memorandum of Settlement attached as Confidential Attachment 1 - Appendix A that was ratified by the International Brotherhood of Electrical Workers, Local 353 on November 14, 2025, and pending Board approval, would be the basis of a Collective Agreement with the Board, for a three (3) year term from January 1, 2026 with an expiry date of December 31, 2028.

Proposed Collective Agreement with the Canadian Union of Public Employees, Local 2840
The three-year Collective Bargaining Agreement between the Board of Governors of Exhibition Place and the Canadian Union of Public Employees, Local 2840 ("CUPE 2840") expired on December 31, 2024. This report outlines the terms of a Memorandum of Agreement attached as Confidential Attachment 1 - Appendix A, which was ratified by CUPE 2840 members on November 6, 2025. Pending Board approval, it will form the basis of a Collective Agreement with the Board for a three-year (3) term, from January 1, 2025, to December 31, 2027.

Recent Legislative Developments and Exhibition Place
City of Toronto Corporate Real Estate Management and Legal Services will provide a verbal update to Exhibition Place's Board of Governors on Bill 68 amendments to the Rebuilding Ontario Place Act, 2023 ("ROPA"), as it relates to Exhibition Place. As of November 27, 2025, the Bill received Royal Assent and is now in force.
