Review of Spotlight on Toronto Updates
The Chair and Co-Chair of the Film, Television and Digital Media Board will provide opening remarks and a high-level review of the updates to Spotlight on Toronto.
The Film, Television and Digital Media Advisory Board: 1. Confirmed its support for the Future Strategic Priorities, as set out in the document "Spotlight on Toronto - 2021 Review and Updates" (November 2021 - Item FB10.1). 2. Recommends that the Economic and Community Development Committee recommend that: 1. City Council approve the updates to "Spotlight on Toronto: A Strategic Action Plan for the Film, Television and Digital Media Industry" approved by City Council on July 4, 2017 [2017.ED22.4], set out in the document "Spotlight on Toronto - 2021 Review and Updates" (Item FB10.1) under "Possible Future Strategic Priorities", and with the following additional strategic priorities: a. Under Part 3 - Exceptional Customer Service Enhancements: - Complete technical application to ensure smooth implementation of the new film permit fees to support expansion of customer service initiatives. b. Under Part 5 - Dynamic Branding and Strong International and Business Partnerships: - Leverage partnerships and City Communications to advance economic and cultural contribution of both the domestic and international production industry in Toronto. - Track and highlight the successes of work force development groups across the film industry. 2. City Council direct the Chief Planner and Executive Director, City Planning to ensure that a film friendly lens is incorporated in new developments in the City of Toronto. 3. City Council direct the Film Commissioner and Director, Entertainment Industries to report back to the Film, Television and Digital Media Advisory Board on the impact of xoTO brand promotions.

Overview on Employment Lands in the Area South of Eastern Avenue
Jeffrey Cantos, Manager, City Planning, will provide a presentation on Employment Lands in the area south of Eastern Avenue and the impact of potential changes in the zoning of key sites in the area.
The Film, Television and Digital Media Advisory Board recommends that: 1. The Economic and Community Development Committee hear a presentation at its December 1, 2021 meeting from the Chief Planner and Executive Director, City Planning, in consultation with the Interim General Manager, Economic Development and Culture, on the Overview of Employment Lands in the Area South of Eastern Avenue. 2. The Economic and Community Development Committee acknowledge the importance of lands designated Core Employment Areas and General Employment Areas in the Official Plan to the protection of existing and development of new studio and production space across the City. 3. The Economic and Community Development Committee request the Chief Planner and Executive Director, City Planning, in consultation with the Interim General Manager, Economic Development and Culture, consider as part of the report to the Planning and Housing Committee, on the Municipal Comprehensive Review: a. the importance of protecting and expanding studio and production space in the City in an effort to increase Toronto's global market share in film production; b. the potential impacts that proposed Employment Area conversions may have on current and future operations of nearby film and production studios.
