Response to COVID-19 - October 2021 Update
The Medical Officer of Health and the Associate Medical Officer of Health will give a presentation on Response to COVID-19 - October 2021 Update. The Director, Community Resources, Social Development, Finance and Administration and the Deputy Medical Officer of Health will give a presentation on Community Vaccine Engagement and Mobilization Plan Update.
The Board of Health: 1. Requested the Government of Canada, the Province of Ontario and Public Health Ontario to provide updated guidance on ventilation as a potential measure to reduce the spread of COVID-19 indoors. 2. Requested the Province of Ontario to provide access to the COVID-19 vaccine to pediatricians and family doctors in their health care facilities, in addition to Team Toronto's plans to administer vaccines to children aged 5 to 11 in a variety of settings, including clinics at schools, mass immunization clinics, pharmacies, hospitals and community sites. 3. Requested the Province of Ontario to mandate COVID-19 vaccinations for all publicly-funded school staff, volunteers, bus drivers and visitors in all Toronto schools. 4. Requested the Province of Ontario to ensure that the best available evidence on Personal Protective Equipment for education workers is regularly monitored, reviewed and used to inform decisions regarding the Personal Protective Equipment that is provided to education workers. 5. Requested the Premier of Ontario and the Ontario Minister of Education to provide additional funding directly to school boards to support increased physical distancing within cohorts. 6. Requested the Medical Officer of Health to work with the Province of Ontario and the City Manager on funding, adapting and extending the work of vaccine engagement teams to support the continued rollout of the COVID-19 vaccination campaign and to report to the December 6, 2021 meeting of the Board of Health with recommendations. 7. Requested the Medical Officer of Health to provide an update at the December 6, 2021 meeting of the Board of Health on providing third doses of the COVID-19 vaccine, including the latest recommendations, guidance and approvals from relevant government partners and regulators, as well as Toronto Public Health's anticipated role and any planning that has been undertaken. 8. Requested the Medical Officer of Health to continue to consult with the Toronto District School Board and the Toronto Catholic District School Board with advice on what guidance, regulations and/or measures, such as vaccinations or Personal Protective Equipment, must be put in place to safely resume allowing parents and guardians to access school buildings and to report back to the December 6, 2021 meeting of the Board of Health. 9. Requested the Medical Officer of Health to continue plans to ensure that take-home Polymerase Chain Reaction (PCR) testing is available on site at all of Toronto's more than 800 public schools and to accelerate the work underway with the Province of Ontario to determine the most effective use of rapid antigen testing in schools.

Black Scientists' Task Force on Vaccine Equity Update
Dr. Akwatu Khenti, Special Advisor, TO Supports: COVID-19 Equity Action Plan and Chair, Black Scientists' Task Force on Vaccine Equity and the Director, Community Resources, Social Development, Finance and Administration will give a presentation on Black Scientists' Task Force on Vaccine Equity Update.
The Board of Health recommends that: 1. City Council request the Government of Canada and the Public Health Agency of Canada to apply a global health lens to the global and Canadian vaccine response, including measures and resources to scale up vaccine production and access for regions with low vaccination coverage and to assist provinces and municipalities to develop a global health lens for the local pandemic response. 2. City Council reiterate the request of the Ontario Ministry of Health to take action to mandate and facilitate the collection of socio-demographic data by all vaccination providers, to mandate that the Ontario Health Data Platform support the use of this equity data and to make this data routinely available to local Public Health Units for assessment and planning. 3. City Council request the City Manager, in consultation with the Medical Officer of Health, to continue to support race-based data collection, regular reporting and community collaboration by the City of Toronto and Toronto Public Health to inform immediate and culturally-competent responses to the mental health burden of COVID-19 and the uptake of COVID-19 vaccination. 4. City Council request the City Manager, in consultation with the Medical Officer of Health, to work with their counterparts in other levels of governments and mental health care providers to ensure that the COVID-19 mental health response is maintained, scaled up and appropriately adapted for the post-pandemic recovery phase, including reducing stigma and other barriers to access through anti-Black racism capacity building and accountability.

The Board of Health: 1. Requested the Medical Officer of Health, in consultation with the City Manager, to consult with communities disproportionately affected by the COVID-19 pandemic and to report back in 2022 with an update on the status of implementing the recommendations from the Toronto Office of Recovery and Rebuild that pertain to public health and the social determinants of health.

Toronto Public Health 2022 Operating Budget Submission
This report outlines the Toronto Public Health (TPH) 2022 Operating Budget Submission for consideration by the Board of Health. Toronto Public Health's 2022 Operating Budget Submission totals $362,678.1 thousand gross, $128,753.0 thousand net and 2,736.7 positions. This submission is $17,933.9 thousand gross, $4,361.6 thousand net and 324.1 positions higher than the 2021 Operating Budget as approved by City Council on February 18, 2021 (referred to as "TPH 2021 Council Approved Operating Budget" for the purpose of this report). The 2022 Operating Budget Submission includes in-year changes, base changes, and service enhancements pending City Council approval as detailed in the recommendations included in this report.
The Board of Health recommends to the Budget Committee that: 1. Toronto Public Health 2022-2031 Capital Budget and Plan Submission
This report provides an overview of Toronto Public Health's 2022 Capital Budget and 2023-2031 Plan Submission. Toronto Public Health is recommending a 2022-2031 Capital Budget and Plan of $32.200 million, including a 2022 Capital Budget of $6.931 million with future year commitments of $2.523 million and future year estimates of $22.746 million. The 10 Year Capital Budget and Plan Submission will provide funding for eighteen projects.

City Council approve the Toronto Public Health 2022 Capital Budget Submission with a total project cost of $9.454 million, including a 2022 cash flow of $6.931 million and future year commitments of $2.523 million. 2. End of Lease for Toronto Public Health Dental Clinic Located at 235 Danforth Avenue
The purpose of this report is to advise the Board of Health of the impact of the end of the lease for the Toronto Public Health (TPH) dental clinic at 235 Danforth Avenue on April 30, 2022. The clinic's last day of operations will be March 31, 2022. 235 Danforth Avenue clinic utilization data supports directing clients to obtain services at the nearby TPH dental clinic at 791 Queen Street East.

Early Identification and Intervention Services for Preschool Children in Toronto - Next Steps
Early identification and intervention of hearing loss, impaired vision and communication delays can improve the trajectory for a child's development and can directly influence later academic accomplishments, health, wellbeing and quality of life. The Ministry of Children, Community and Social Services provides 100 percent funding across the province for the provision of the Blind-Low Vision Program, Infant Hearing Program, and Preschool Speech and Language Program for the purpose of establishing an integrated, community-based system of early identification and intervention services for preschool children and their families. This report provides an update on an opportunity to improve child health and development outcomes by strengthening early identification and intervention services for preschool children and their families in Toronto.
