Introduction to Ombudsman Toronto - Housing Unit
Ombudsman Toronto's housing unit is a dedicated team overseeing the fairness of the City of Toronto's housing policies and programs. Luke Brown, Acting Deputy Ombudsman (Housing) will present their work, which includes: - conducting systems reviews and systemic investigations into the planning and delivery of Toronto's housing services and program; - monitoring the implementation of the City's housing policy from a human rights and fairness perspective; and - engaging meaningfully with individuals and communities facing housing precarity.

Our Plan Toronto - Chapter One of the Official Plan
Jeff Cantos, Manager, Official Plan and Legislation, will provide an overview of the project to date, as well as an outline of the new Chapter One, including Indigenous Planning Perspectives, our 2051 vision statement, priorities, principles, and next steps.

Joseph Stalteri, Director, Service Planning and Integrity, Toronto Shelter and Support Services will provide a presentation, outlining the mandate and work of Toronto Shelter and Support Services at the City of Toronto. The presentation will provide an overview of Toronto's shelter and overnight services system, supports for people experiencing homelessness, and key priorities identified for 2024.

Overview and Discussion of Housing Rights Advisory Committee Framework for Priority Setting
Matt Hilder, Manager, Program Policy, Housing Secretariat, will provide a brief presentation providing background on the development for the draft framework for priority setting and Elizabeth McIsaac, Chair, Housing Rights Advisory Committee, will present an overview of the draft framework, which identifies key issues and desired impacts to be considered and advanced during the Committee's term.
The Housing Rights Advisory Committee: 1. Directed that the Chair work with Committee members to establish Working Groups. 2. Directed that the Working Groups meet in the summer of 2024 to report to the September 23, 2024 Housing Right Advisory Committee meeting with Terms of Reference and any urgent work. 3. Requested the Executive Director, Housing Secretariat to provide support to the Working Groups.

The purpose of this motion is to request that Council revise the Terms of Reference for the committee to allow the honorarium to be paid to public members for working group meetings. Recognizing that public members of the committee who are not otherwise compensated by their workplace, and are bringing subject matter expertise, including lived/living experience of homelessness or housing precarity, are needed in order for this committee to fulfill its mandate. It is a matter of equity that their time be compensated for this contribution to the work of the City.
The Housing Rights Advisory Committee recommends that: 1. Notwithstanding Part 277 of City Council decision in Item 2021.EX21.2 , City Council amend Section 7 of the Terms of Reference for the Housing Rights Advisory Committee so that it now reads as follows: 7. Advisory Committee public members will be eligible to receive an honorarium of $125.00 per meeting or working group attended in recognition of the contributions they are providing to Toronto. The Advisory Committee's honoraria payments are subject to the following: a. honoraria are not intended for public members who serve on the Advisory Committee as representatives of organizations or businesses where they are employed; b. public members who serve as the Chair or Vice-Chair of the Advisory Committee are not eligible for any additional honoraria; and c. honoraria are not paid for attendance at sub-committee meetings or events.

Advisory Committee public members will be eligible to receive an honorarium of $125.00 per meeting or working group attended in recognition of the contributions they are providing to Toronto. Honoraria payments will be available to the maximum number of meetings approved by City Council for the Advisory Committee, as specified in this Terms of Reference. The Advisory Committee's honoraria payments are subject to the following: a. honoraria are not intended for public members who serve on the Advisory Committee as representatives of organizations or businesses where they are employed; b. public members who serve as the Chair or Vice-Chair of the Advisory Committee are not eligible for any additional honoraria; and c. honoraria are not paid for attendance at sub-committee meetings or events.
