At its meeting held April 23 and 24, 2025, City Council considered item CA24.2 - Appointment of a Public Member to the Housing Rights Advisory Committee, and appointed the following member to the Housing Rights Advisory Committee for a term of office starting April 25, 2025, to November 14, 2026: - Diana Chan McNally This appointment fills the vacancy left by Bahar Shadpour who resigned on January 6, 2025.

Update from the Deputy Ombudsman (Housing)
Ombudsman Kwame Addo and Deputy Ombudsman, Housing, Reema Patel, will provide an update on the investigative and consultation work carried out by Ombudsman Toronto's Housing Unit over the past six months.

Requested the Housing Secretariat provide an update to the Housing Rights Advisory Committee at its meeting on September 16, 2025 on the mapping availability of resources, services and support for tenants who are at risk of displacement and also an update on the status of the Housing At-Risk Table.

Promising Practices in Supportive Housing
Dr. Andrew Boozary, Primary Care Physician and Executive Director of the Gattuso Centre for Social Medicine, University Health Network, and Valesa Faria, Executive Director, Development Review, City of Toronto, will provide a joint presentation on Dunn House as a successful model of supportive housing and a solution to address homelessness.
The Housing Rights Advisory Committee recommend that: 1. Councillor Gord Perks submit a letter to Executive Committee on behalf of the Housing Rights Advisory Committee to request that the Executive Director, Housing Secretariat continue to advocate to the Provincial and Federal government for a funding portfolio that supports the expansion of deeply affordable housing development in the City of Toronto, including funding for the operation of these housing models.

Presentation by Right to Housing Network Toronto
The Right to Housing Toronto network, Sara Beyer and Jonella Evangelista will provide a presentation on its draft Housing Rights Evaluation Framework, intended to track the City's progress on employing a rights-based approach to its housing policies and programs.
The Housing Rights Advisory Committee: 1. Requested the Executive Director, Housing Secretariat to ensure that, as part of the midpoint review of the Housing TO Action Plan, the consultant engages with the Right to Housing Toronto Network on its Housing Rights Evaluation Framework.

Update on the City’s Multi-Tenant Homes Framework and Supports for Tenants
Aisha Silim, Manager, Renters Strategy Unit, Housing Secretariat, and senior City staff will provide a presentation on the City's Multi-Tenant Homes Framework and overview supports for tenants.
The Housing Rights Advisory Committee: 1. Requested that City staff supporting the implementation of the Multi-Tenant Homes Framework include in their report back to City Council in Fall 2025 an assessment of opportunities and considerations for collecting disaggregated data on vulnerable tenants in multi-tenant housing, in order to better identify priority populations that may be disproportionately impacted by housing instability to inform planning to ensure that adequate and appropriate services are available to support them.
