Toronto Public Health Operating Budget Variance for the Six Months Ended June 30, 2019
This report provides an update to the Board of Health Budget Committee on Toronto Public Health's (TPH) 2019 Operating Budget. As of June 30, 2019, in comparison to the Operating Budget approved by Council, TPH's gross expenditure was underspent by $1,430.6 thousand (1.3 percent) and revenues were lower than budgeted by $1,316.8 thousand (1.5 percent), resulting in a net favourable variance of $113.7 thousand (0.5 percent). TPH is forecasting an operating budget variance for the year ending December 31, 2019 of $2,486.0 thousand (1.0 percent) underspent for gross expenditures, $2,475.7 thousand (1.3 percent) lower than budgeted for revenues, which will result in a net favourable variance of $10.3 thousand.

Toronto Public Health Capital Budget Variance for the Six Months Ended June 30, 2019
This report provides an update to the Board of Health on the Toronto Public Health (TPH) capital budget variance for the six months ended on June 30, 2019. As of June 30, 2019, TPH spent $2.056 million representing 42.3 percent of the 2019 Approved Capital Budget of $4.864 million.

On April 11, 2019, the Government of Ontario announced a $90 million investment for the Ontario Seniors Dental Care Program (OSDCP), a new publicly-funded dental program for low-income Ontario seniors. On June 7, 2019, Toronto Public Health (TPH) received a letter (see Appendix A) indicating that the City of Toronto will receive $15,543.3 thousand in additional base funding for 2019-2020 from the Ministry of Health (formerly the Ministry of Health and Long-Term Care) (the Ministry) to implement the OSDCP. On August 20, 2019, the Ministry provided the 2019 Public Health Funding and Accountability Agreement stating that the above funding would be prorated at $11,657.4 thousand for the period of April 1 to December 31, 2019. The Ministry has not provided full implementation details for the new program; however, they have expressed their desire to begin implementation in October 2019. The Ministry has also indicated that the OSDCP will be delivered by public health units, Community Health Centres (CHC), and Aboriginal Health Access Centres (AHAC), where public health units will be responsible for coordinating the delivery of the program with CHC and AHAC. This staff report seeks City Council's approval to increase TPH's 2019 Operating Budget by $2,111.0 thousand for pre-implementation and implementation costs associated with delivering the program starting in October 2019.

Toronto Public Health 2020 Operating Budget and 2020-2029 Capital Budget and Plan
This report contains background information from the Medical Officer of Health for the Committee's consideration in order to prepare Toronto Public Health's 2020 Operating Budget and 2020-2029 Capital Budget and Plan.
The Board of Health Budget Committee recommends to the Board of Health that: 1. City Council request the Province of Ontario to reverse the cuts to public health funding in Ontario. 2. The confidential information contained in Confidential Attachment 1 to the report (August 29, 2019) from the Medical Officer of Health remain confidential in its entirety, as it relates to personal matters about identifiable individuals, including municipal or local board employees, and labour relations or employee negotiations.
