Bike Share Toronto - Purchase of Equipment in 2020, Ontario Municipal Commuter Cycling Program
This report seeks approval from the Board of Directors, Toronto Parking Authority (TPA) for an $11,250,000 purchase of new bicycle and system equipment, including the supply, delivery, and installation of approximately 1,850 bicycles, 160 stations, including 300 E-FIT pedal assist bikes, and 10 e-charging stations and ancillary elements, from PBSC Urban Solutions Inc. (PBSC), pursuant to the terms and conditions of an established Equipment Supply Agreement between TPA and PBSC. With the purchase of this equipment in 2020, Toronto will have a network of 6,850 bikes, including 300 e-bikes and 625 stations extending beyond the existing service area to west of High Park, north of Lawrence Avenue, and east of Victoria Park. The system expansion will focus on expanding into areas outside of the downtown core, providing service into five more wards, increasing Bike Share presence in 18 of the City's 25 wards. Two pilot programs will also be launched in North York and Scarborough. This expansion opportunity completes the phased five-year expansion plan of the Bike Share system established in 2016 with the objective of reaching 6,000 bikes and 600 stations. Bike Share Toronto has been allocated capital funding of $9,000,000 available through the Provincial Government's Ontario Municipal Commuter Cycling Program (OMCC) which requires 20 percent matching funds by the municipality of $2,250,000. The OMCC funds must be spent by the end of 2020 as per the agreement with the Provincial Government, as this is the last year this funding is available for Bike Share. The 2020 matching municipal contribution is available through eligible Section 37 Planning Act Reserve Funds and TPA revenues, which are contained in TPA's Approved 2020 Capital Budget.
The Board of Directors of Toronto Parking Authority: 1. Authorized the President, Toronto Parking Authority, to purchase new equipment to support the 2020 planned phased expansion of the Bike Share Toronto system, including the supply, delivery, and installation of new bicycles, new stations, docks, and ancillary elements, from PBSC Urban Solutions Inc., pursuant to the terms and conditions of the Equipment Supply Agreement dated March 22, 2016 between Toronto Parking Authority and PBSC Urban Solutions Inc., in the amount of $11,250,000, excluding Harmonized Sales Tax. 2. Approved a 2020 Capital Budget adjustment, increasing the total Bike Share Toronto expansion to $11.25 million, to be funded as follows: $9 million from the Ontario Municipal Commuter Cycling Program, $0.5 million from Section 37 Planning Act Reserve Funds, and $1.75 million from Toronto Parking Authority retained earnings. 3. Requested the President, Toronto Parking Authority, to report through the City of Toronto's quarterly variance reporting process on any potential Bike Share Program operating net losses to year end and annualize any further changes through the 2021 Budget process.

Amendments to Toronto Parking Authority Policy Resolution 2-2 - Annual Review of Parking Rates
Under Toronto Parking Authority (TPA) Policy Resolution 2-2 - Annual Review of Parking Rates, the TPA reviews and sets rates at its off-street parking facilities. TPA staff are recommending that Policy Resolution 2-2 be amended to state that the annual parking rate review will be carried out in coordination with the annual capital budget process. A number of housekeeping changes are also proposed.

Parking Management Agreement - 4 Rosemount Avenue (Car Park 675)
Toronto Parking Authority (TPA) has entered into a parking management agreement, in accordance with previous decisions of the Board of Directors of TPA, concerning 4 Rosemount Avenue (Property, see Attachment 1). The parking management agreement, which has been approved by the Board of Directors of TPA, has a one-year term that expires as of February 25, 2020. This report seeks the approval of TPA Board of Directors to enter into another parking management agreement with Rosemount Properties Inc. (Owner) for a one-year term to operate an existing 34-space surface parking facility, referred to as Car Park 675, located at 4 Rosemount Avenue, in accordance with the terms and conditions outlined in Attachment 2.

New Off-Street Parking Opportunity - 229 Richmond Street West (Car Park 305)
In October of 2019, City Council approved the acquisition of a privately-owned property at 229 Richmond Street West (Property) for strategic city building purposes and the acquisition closed January 15, 2020. CreateTO, with internal and external stakeholders, including Toronto Parking Authority (TPA), will work to develop plans for the future use of the Property, which may include municipal parking, and report back to Council in the second quarter of 2020 with a Precinct Plan, which will outline the uses and the funding model. On an interim basis, TPA has been approached by CreateTO, acting on behalf of the City of Toronto (the Owner), to operate municipal public parking at this location. As the Property has been operated as a commercial parking facility, only minor capital improvements are needed to ensure the facility meets standards for municipal public parking purposes. This report seeks TPA Board of Directors' approval to enter into a Letter of Understanding (LOU) with the Owner to establish and manage a new interim municipal off-street surface parking facility. The 83-space surface parking facility, referred to as Car Park 305, will be located at 229 Richmond Street West (Property, see Attachment 1 - Site Location Map). TPA staff are also seeking approval to undertake minor capital improvements to ensure the facility meets suitable standards for municipal public parking purposes.

Authorized the President, Toronto Parking Authority, to spend an amount not exceeding $90,000, excluding Harmonized Sales Tax, for capital improvements required to bring the 83-space surface parking lot located at 229 Richmond Street West (Car Park 305) to a suitable standard for municipal public parking purposes, generally comprising the supply of revenue control equipment, pavement markings, minor asphalt repair, lighting, and signage.

As part of its Easier Access Phase III Program, Toronto Transit Commission (TTC) is planning to construct two new elevators at Christie Subway Station (Christie Station) to provide additional exit access for customers (Project). Construction staging of the two elevators will require TTC to temporarily occupy the surface parking to the east of Christie Station that is owned and utilized by the tenants of 726 Bloor Street West (726 Bloor). In an effort to both mitigate the impacts of this displacement and accommodate construction staging requirements, TTC approached Toronto Parking Authority (TPA) and requested the use of a portion of Car Park 144 at 376 Clinton Street, estimated at approximately twenty-six (26) spaces (Rented Area) (refer to Attachment 1 - Site Location Map), for a term of two years, with the option to extend the term for one year (Construction Period). This report seeks approval from the Board of Directors of TPA to establish a Memorandum of Understanding (MOU) with TTC, or other form of agreement as may be acceptable to the City Solicitor, to permit the temporary loss of up to 26 of the 33 spaces at Car Park 144. Should the Board of Directors of TPA give its approval to establish TTC's proposed temporary use of Car Park 144, seven (7) parking spaces would remain at this location.

Authorized the President, Toronto Parking Authority, to enter into a Memorandum of Understanding or other form of agreement with the Toronto Transit Commission, as may be acceptable to the City Solicitor, to accommodate the Toronto Transit Commission's construction of two elevators at Christie Subway Station that will impact the operation of 376 Clinton Street (Car Park 144), in accordance with the terms and conditions in the report (January 20, 2020) from the Acting President, Toronto Parking Authority, and any such other or amended terms and conditions as may be acceptable to the President, Toronto Parking Authority, and in a form satisfactory to the City Solicitor.
