2019 Toronto Parking Authority Parking Passes
As directed by the Toronto Parking Authority (TPA) Board, staff have conducted a review of parking passes issued to former and current Board members, City Councillors, and TPA retirees under the long-standing TPA policy. This review included an assessment of pass holder utilization and the rationale of issuing passes to these groups. A survey was also conducted across a spectrum of public sector transportation-focussed agencies to understand generally the practice of issuing passes to retirees. Based on staff's review, the following is noted: - The intent of providing a lifetime pass to retirees is to honour and reward their long-time commitment to the TPA. TPA policy provides lifetime passes upon retirement to those with a minimum of 20 years of service. The practice of providing lifetime passes is not inconsistent with other transit organizations. - City Councillors utilize TPA parking passes as part of their business travel. Discontinuing the issuance of parking passes to Councillors will not reduce overall costs to the City, as these costs are likely to be incurred as business travel expenses during the course of the Councillors' duties and would otherwise be recovered through their budgets. - A very limited number of passes are issued to other Agency and City of Toronto staff for business travel purposes. - Staff propose amendments to the TPA Policy Resolution 3-4.
The Board of Directors of the Toronto Parking Authority: 1. Approved 2019 Toronto Parking Authority annual parking passes for long-serving Toronto Parking Authority employees with over 20 years of service listed in Attachment 1 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority (84 pass cards). 2. Approved 2019 Toronto Parking Authority annual parking passes for Members of Council listed in Attachment 1 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority (23 pass cards). 3. Approved 2019 Toronto Parking Authority annual parking passes for active members of the Board of Directors of the Toronto Parking Authority (5 pass cards, upon reinstatement of the Board of Directors of the Toronto Parking Authority). 4. Approved the following amendments to Toronto Parking Authority Policy Resolution 3-4, Issuing of Life Time and Annual Toronto Parking Authority Parking Passes, as outlined in Attachment 2 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority, which will have the effect of eliminating the issuance of parking passes to City officials, members of the Board of Directors of the Toronto Parking Authority post-2014 upon completion of their service, and long-standing employees who leave the Toronto Parking Authority prior to retirement: Section 1, Life Time Parking Passes: - Delete the word "irrevocably" in the preamble so the sentence now reads: "Life time passes are issued to individuals who meet one of the following criteria:"; - Delete the wording in item 1a) as follows: "or leaving the Toronto Parking Authority in good standing" so this item now reads: "Upon retirement and having worked for the Toronto Parking Authority and the Parking Authority of Toronto; or the Parking Authority of North York; or any employee who transferred from the City of Toronto to the Toronto Parking Authority at the time of amalgamation in 1998; for a combined total years of service equalling twenty (20) full years."; and - Delete item 1b) in its entirety: "To any Board Members, upon leaving the Board in good standing." Section 2, Annual Passes: - Delete item 2d) in its entirety: "City of Toronto management employees who are listed on page three (3) of the attached list." 5. Directed Toronto Parking Authority staff to enact the amended policy as approved, including any amendments to Attachment 2 to the report (January 24, 2019) from the Acting President, Toronto Parking Authority, as may be required, on a go-forward basis. 6. Directed the President, Toronto Parking Authority, to include the cost of Toronto Parking Authority annual parking pass usage for Members of Council as part of the annual report from the Chief Financial Officer and Treasurer and the City Clerk on Remuneration and Expenses of Members of Council and of Council Appointees to Agencies, Corporations and Other Bodies.

Technical Amendments to Parking Management Agreement - 4 Rosemount Avenue
The Toronto Parking Authority (TPA) Board of Directors (Board), at its meeting of December 19, 2017, authorized staff to enter into a parking management agreement with 30 Rosemount Properties Inc. to manage the 34-space parking facility located at 4 Rosemount Avenue (Subject Property), generally in accordance with the terms and conditions set out in Board Item PA6.1, as approved. Certain technical adjustments have arisen in the course of finalizing the agreement requiring acknowledgement from the Board and refinement of the approved terms and conditions, namely: - A change in ownership of the Subject Property; - That the TPA, not the owner, will supply the required pay and display machine and parking signage; and - An option to extend the one-year pilot term for an additional five years is being deleted.
The Board of Directors of the Toronto Parking Authority: 1. Authorized Toronto Parking Authority staff to make technical amendments to the terms and conditions approved by the Board of Directors of the Toronto Parking Authority at its December 19, 2017 meeting (Item PA6.1, Parking Management Agreement - 30 Rosemount Inc., 4 Rosemount Avenue) in respect of a parking management agreement with Rosemount Properties Inc. to operate the 34-space surface parking facility located at 4 Rosemount Avenue, in general accordance with the Draft Agreement appended as Attachment 1 to the report (January 18, 2019) from the Acting President, Toronto Parking Authority.

The Acting President, Toronto Parking Authority recommends that: 1. The Board of Directors of the Toronto Parking Authority authorize staff to make technical amendments to the terms and conditions approved by the Board at its December 19, 2017 meeting (Item PA6.1) in respect of a parking management agreement with Rosemount Properties Incorporated to operate the 34-space surface parking facility located at 4 Rosemount Avenue, in general accordance with the Draft Agreement appended as Attachment 1 to this report from the Acting President, Toronto Parking Authority.

The Toronto Parking Authority (TPA) entered into a conditional Agreement of Purchase and Sale with 2206181 Ontario Inc., Queen Street Retail Inc., 2230017 Ontario Inc., and Sweeney Holdings Inc. (collectively referred to as the Vendor) dated March 17, 2016 (the APS). The APS provided that the Vendor would construct and complete a below-grade municipal parking garage, containing up to 125 parking spaces, to TPA standards and specifications and convey the garage to the City for use as a TPA garage. The garage would form part of a commercial/retail development project to be constructed at 300-308 Queen Street West, Toronto (the Subject Property). In June 2016, City Council adopted the recommendations in Item GM12.18, Purchase of Stratified Interest in 300 to 308 Queen Street West, and approved the terms and conditions of the conditional APS. This report seeks the approval of the Board of Directors of the TPA for TPA to enter into an amending agreement with the Vendor and 2209153 Ontario Inc., in a form satisfactory to the City Solicitor, to correct an error in the name of one of the Vendor entities to the APS, subject to City approval of the Amending Agreement being obtained through the Real Estate Delegated Approval Process. City Real Estate Services staff concurs with the TPA staff recommendation and will prepare and process the necessary delegated authority approval form to seek City approval. Borden Ladner Gervais (TPA outside counsel) and City Legal Services have been consulted in this matter.
The Board of Directors of the Toronto Parking Authority: 1. As part of the City's 2019 budgeting process and to align with recommendations forthcoming to the Budget Committee and City Council, Toronto Parking Authority (TPA) staff examined the impact of potential rate changes at some of its high-usage off-street parking facilities. It was identified that additional revenue could be generated by increasing the half-hour rates at eight parking facilities, including: - Carpark 11 - 21 Pleasant Boulevard - Carpark 12 - 30 Alvin Avenue - Carpark 26 - 37 Queen Street East - Carpark 36 - 110 Queen Street West (Nathan Phillips Square) - Carpark 39 - 20 Castlefield Avenue - Carpark 49 - 30 Roehampton Avenue - Carpark 52 - 40 York Street - Carpark 68 - 20 St. Andrew Street (Kensington) This report details the proposed rate changes and seeks TPA Board approval for rate adjustments at the off-street parking facilities as detailed in Table 1: Proposed Half-Hour Rate Increases.
