Update on City Building Activities and City-Wide Parking Strategy - 2022 First Quarter
The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the advancement of key policy initiatives, programs and projects impacting Toronto Parking Authority. These include the development of a City of Toronto - Toronto Parking Authority Relationship Framework, the continued implementation of the City-Wide Real Estate Model, the Parking Portfolio Review being undertaken by CreateTO and the development of a City-Wide Parking Strategy being led by Transportation Services. The status of Toronto Parking Authority facilities that have been identified for city building opportunities and initiatives or which are otherwise being redeveloped through joint venture projects is also provided. Further updates about city building activities involving Toronto Parking Authority facilities will continue to be provided to the Toronto Parking Authority Board of Directors on a semi-annual basis moving forward. Updates about the City-Wide Parking Strategy and the Parking Portfolio Review will be provided as the work continues to progress.

Proposed Amendments to Toronto Parking Authority Policy Resolution 3-6: Residential Overnight Use
Toronto Parking Authority Policy Resolution 3-6: Residential Overnight Use (refer to Appendix A) identifies ungated car parks located in residential areas that can accommodate overnight parking by local residents displaying valid residential on-street permits. Under the policy, permit holders may park overnight at the designated car parks at no charge. The car parks and applicable hours where residential on-street permit holders can park are identified in Annex A to the policy. This report seeks approval for several amendments to the administration of Policy Resolution 3-6, which will provide Toronto Parking Authority the flexibility to manage residential overnight parking based on the capacity of car parks. Specifically, Toronto Parking Authority is requesting authority to add/remove car parks to/from Annex A on an as needed basis and to adjust the hours when overnight parking is permitted based on both the demand and capacity of the lot, as well as the availability of on-street permit parking, which may be limited because of either an oversubscription of on-street residential permits, weather conditions or construction impacts. As part of any changes to the car parks identified in Annex A, including changes to the hours of operation, Toronto Parking Authority will ensure that the local Ward Councillors are consulted and that permit holders are provided adequate notice of any changes being made. Lastly, this report requests that Toronto Parking Authority Board of Directors approve minor amendments to Policy Resolution 3-6 to provide greater clarity in the policy language, including a number of housekeeping changes.

Bike Share Toronto First Quarter 2022 Update
Bike Share Toronto is a sustainable, healthy, and low-cost program that has become an integral component of Toronto's transportation network. Designed to improve mobility options for Torontonians, the program saw numerous successes in 2021, including record ridership, growth in annual memberships, new and popular pilot programs, and increased demand for new stations and bicycle availability. Toronto Parking Authority aspires to make Bike Share Toronto the best bike sharing system in the world. As outlined in Toronto Parking Authority's 2022 Operating Plan, accelerating bike share's growth is a key corporate priority. This report provides an update to Toronto Parking Authority's Board of Directors on the Bike Share program's 2021 accomplishments and recent activities, and an outline of Bike Share Toronto's new four-year growth plan.

Bike Share 2022 Equipment Purchase
Bike Share Toronto is a central component of Toronto Parking Authority's transformation into a mobility provider. As outlined in Toronto Parking Authority's 2022 Operating Plan, accelerating Bike Share's growth and role as an integral part of Toronto's mobility network is a strategic priority for the Toronto Parking Authority. Over the next four (4) years, Toronto Parking Authority will expand the reach and accessibility of the Bike Share program to all of the City's 25 wards, and increase the size of its e-bike fleet. The purpose of this report is to seek Toronto Parking Authority Board of Directors authority to purchase $3,038,726 of equipment in 2022 to support the first-year expansion of Bike Share Toronto's Four-Year Growth Plan. The purchase will include new system equipment, including supply, delivery, and installation of approximately 225 E-FIT pedal assist bikes, 100 Iconic bicycles, eight (8) e-charging stations, 35 solar paneled stations and ancillary elements. The equipment will be purchased from PBSC Urban Solutions Inc. (PBSC), pursuant to the terms and conditions of Toronto Parking Authority's Equipment Supply Agreement with PBSC.

As the centrepiece of the Toronto Parking Authority's strategic platform, Management is developing an Electric Vehicle Charging Program that will leverage its portfolio of 300 plus off-street facilities and 20,000 on-street parking spaces to develop a public network of Electric Vehicle charging. Electric Vehicle charging services are a key component of Toronto Parking Authority's transformation to a mobility provider, supports the City of Toronto's Net Zero Strategy and will support Toronto Parking Authority's growth and financial returns over the long-term. As part of Phase 1 of Toronto Parking Authority's Electric Vehicle Charging Program, Toronto Parking Authority is planning to install up to 500 Electric Vehicle chargers at nearly 30 centrally-located off-street parking facilities. This will represent the first phase of Toronto Parking Authority's Electric Vehicle Charging Infrastructure Plan, which will see a comprehensive network of Electric Vehicle infrastructure constructed across Toronto Parking Authority's portfolio of off-street and on-street parking. Development of the Phase 1 Electric Vehicle Charging Program involves a number of workstreams that are being carried out in parallel to advance the work as quickly as possible. The workstreams include: 1. The development of an Electric Vehicle Charging Infrastructure Deployment Plan, which will identify where Toronto Parking Authority should invest in Electric Vehicle charging infrastructure, as well as the type and number of chargers; 2. The completion of site readiness assessments, which will confirm the hydroelectric capacity available for the Electric Vehicle charging infrastructure; and 3. The completion of engineering design and tendering for the Electric Vehicle charging infrastructure to be installed, as well as, contract administration services for the actual installations carried out by others. Workstream numbers 1 and 2 are both in progress and being developed with the support of external consulting services. The engineering design work in workstream number 3 will bring to fruition the development of a comprehensive tender package(s) for the construction and installation of Electric Vehicle chargers and any associated electrical infrastructure. A Request for Proposals for the required design consultant services was issued on January 7th, 2022. Six (6) proposals were received and six (6) were all deemed to be compliant. In order to accelerate the completion of engineering design, Toronto Parking Authority has structured the Request for Proposal to allow for two (2) separate consultants to be retained to complete the design, tendering and construction administration. These consultants will provide workplans and pricing for each site as information becomes available from Workstream 1 (the Electric Vehicle Charging Deployment Plan) and Workstream 2 (Site Readiness Assessments). Based on a detailed evaluation of proposals received, Toronto Parking Authority is recommending that the detailed design contracts be awarded to CIMA Canada Inc., and WSP Canada Inc., each with an upside limit of $1,000,000 (excluding Harmonized Sales Tax). The funding is included in the 2022 Capital budget and 2023 - 2031 Capital Plan.

As Toronto Parking Authority embarks on its journey to becoming the world's best provider of sustainable parking, Bike Share and last mile mobility experiences, Toronto Parking Authority is seeking business strategy and marketing consultant services to help achieve its vision. Experts in Strategy Development and Creative Services, Strategic Partnerships, Market Research, Public Relations and Communications and Digital Marketing were identified as essential resources needed to both develop short-term and long-term strategies and execute projects that will deliver growth for the organization and its programs, including various marketing and communications initiatives to engage Toronto Parking Authority's customers and stakeholders, for both the Green P Parking and Bike Share Toronto brands. On September 27, 2021, Toronto Parking Authority issued a Request for Proposal consisting of five (5) service categories including, Strategy Development and Creative Services, Strategic Partnerships, Market Research Partner, Public Relations and Communications Partner and Digital Marketing Partner. Through a detailed review of the proposals received, Toronto Parking Authority's Bid Evaluation Committee has identified a range of proponents that are recommended to be included in the Business Strategy and Marketing Services Vendor of Record Agreement. Throughout the duration of the contract, Toronto Parking Authority will issue a Request for Service to acquire services from the agencies listed in the Vendor of Record according to the specific requirements of each project. A secondary evaluation of the Request for Service responses will be conducted by Toronto Parking Authority with a specific agency identified to provide services for a specific project.

Overview of Toronto Parking Authority Trademarks and Official Marks
Toronto Parking Authority's history goes back nearly 70 years to June 24, 1952 when the Council of the City of Toronto passed a bylaw establishing the Parking Authority of Toronto. Toronto Parking Authority's use of the Green P logo dates back to at least 1956 and is now a central component of Toronto Parking Authority's branding of all Toronto Parking Authority parking facilities, parking equipment, the Green P Mobile App, Toronto Parking Authority's online and social media presence and third-party parking lots operated by Toronto Parking Authority as Green P parking. The use of the Green P Logo has come to be known as an indicator of affordable, safe, and secure public parking in the City of Toronto. The longstanding use of this logo has led to the Toronto Parking Authority's parking facilities becoming known simply as Green P spaces, lots or garages. Use of the name Green P is so popular with consumers that Toronto Parking Authority actively uses it in its branding. While other parking lots may use logos including a P element, the Green P Logo and use of the colour green in association with parking facilities is recognized by consumers as an indication that a parking lot, garage, or space, is operated and maintained by the Toronto Parking Authority, the City of Toronto's public parking authority. Toronto Parking Authority considers its registered trademarks and official marks to be valuable assets and it has applied for, registered and taken other steps to protect these marks in Canada. Today, Toronto Parking Authority operates over 300 off-street parking facilities across the City of Toronto and the City of Vaughan and a further 20,000 on-street paid parking spaces. Through the operation of Green P parking, Toronto Parking Authority has generated revenues exceeding $2.1 Billion since 2001. Since 2013, Toronto Parking Authority has operated Bike Share Toronto, which has grown to include 625 Bike Share Stations and approximately 6,850 bikes, generating revenues of $7 million in 2021. Toronto Parking Authority Rental Property Portfolio Update - First Quarter 2022
Toronto Parking Authority has a commercial and residential rental portfolio comprised of 35 units accounting for over 7,000 square metres (m) across 17 properties. The tenancies are varied in use including retail, office, car wash operations and residential. The entire rental portfolio generated a Gross Revenue of $693,809 in 2020. Toronto Parking Authority 's rental portfolio has grown over the past 35 years. Intended to animate the streetscape and attract parking demands, retail units were built between 1980 and 2000 into above grade parking structures. Toronto Parking Authority has also grown its rental portfolio through the acquisition of properties in areas where high future parking demands have been projected. This strategy was primarily employed during the 2010's when properties were acquired and held with interim rental units in place while the sites were prepared for the future development or expansion of car parks. The management of commercial and residential tenancies falls outside of the core services that Toronto Parking Authority delivers and has been identified for centralization under Corporate Real Estate Management through the City-wide Real Estate Model. Although implementation of the centralized real estate model is in progress, the timing in which Toronto Parking Authority's rental portfolio will be assumed by Corporate Real Estate Management remains unclear. The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the status of Toronto Parking Authority's rental property portfolio including an overview of the portfolio's holdings, a review of the key issues impacting Toronto Parking Authority's management of the rental property portfolio and an overview of new opportunities. Future updates will be provided on a semi-annual basis moving forward.
