The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the status of the transition of Toronto Parking Authority's rental property portfolio to the City of Toronto's Corporate Real Estate Management division, under the City-Wide Real Estate Model. Implementation of a centralized real estate service delivery model is in progress and it is anticipated that the transfer of Toronto Parking Authority's rental portfolio will begin in the third quarter of 2022. Toronto Parking Authority has a commercial and residential rental portfolio comprised of 35 units accounting for over 7,000 square metres across 17 properties. The tenancies are varied in use including retail, office, car wash operations and residential. The entire rental portfolio generated a Gross Revenue of $693,809 in 2020. While revenues were impacted by the COVID-19 pandemic, historical performance of the rental portfolio has seen Gross Revenues as high as $1,540,305 in 2018.

Update on Investment Opportunity at 229 Richmond Street West
The purpose of this report is to provide an update to Toronto Parking Authority Board of Directors on the status of the investment opportunity in a new parking garage at 229 Richmond Street West. At its meeting of February 8, 2021, Toronto Parking Authority Board of Directors authorized Toronto Parking Authority to work with CreateTO to carry out due diligence on Toronto Parking Authority's potential investment in a public parking garage at 229 Richmond Street West at a cost not to exceed $350,000 (excluding Harmonized Sales Tax). Since that time, Toronto Parking Authority has worked with CreateTO as well as the City Planning and Parks, Forestry and Recreation Divisions to assess the viability of constructing a parking garage beneath a planned City park at 229 Richmond Street West. The new park at 229 Richmond Street West represents the City's most significant park acquisition in the Downtown in recent decades. Toronto Parking Authority has also worked with the Owner of 133 John Street and 241 Richmond Street West to explore the feasibility of a joint venture development involving the developer's construction of the parking garage with a shared access arrangement within the development. As a result of the investigations carried out and the stakeholder feedback received, CreateTO has advised Toronto Parking Authority that construction of a parking garage at 229 Richmond Street West cannot be supported because the garage would delay completion of the park, impact design and programming of the park space and pose future maintenance issues. In light of this decision, CreateTO will work with Toronto Parking Authority to identify other parking opportunities in the area.

Toronto Parking Authority Parking Management Services Portfolio Update
Toronto Parking Authority operates an extensive inventory of 309 off-street parking facilities containing over 40,000 spaces. 143 of these locations, including more than 23,000 parking spaces are managed and operated by Toronto Parking Authority under arrangements collectively described as "Parking Management Agreements". Through Parking Management Agreements, Toronto Parking Authority provides some, or all of the following parking management services: undertaking of capital improvements, provision of payment equipment, including use of the Green P Mobile App, coin collection services, enforcement and maintenance. In most cases, Toronto Parking Authority provides a full range of services, however, a more limited arrangement may be provided in some cases at the request of the contracting party. In 2021 Toronto Parking Authority's parking management business generated $12,961,434 in gross revenue. While demands and revenues softened during the COVID-19 pandemic, it is expected that this part of Toronto Parking Authority's business will recover as public health restrictions continue to be lifted. Within the context of the new City-wide Real Estate model, where Toronto Parking Authority no longer has an interest in the ownership of land, Toronto Parking Authority is increasingly shifting its focus to an expansion of the parking management services it provides to third parties through Parking Management Agreements. This part of Toronto Parking Authority's business has a lower risk profile and has the potential to generate returns that outperform the traditional operation of owning and operating parking facilities. The purpose of this report is to provide Toronto Parking Authority Board of Directors with an update on the status of Toronto Parking Authority's Parking Management Agreement portfolio. Future updates will be provided on a semi-annual basis moving forward.

Summary of Legal Disputes - 2022 First Quarter Update
As part of Toronto Parking Authority's operation of commercial parking, the management of tenanted properties and Bike Share Toronto, Toronto Parking Authority is dealing with a range of legal matters related to supplier disputes, personal injuries, commercial tenancy disputes and the protection of Toronto Parking Authority's registered trademarks. Toronto Parking Authority has suitable insurance in relation to such concerns, such as general liability insurance for all of its facilities; and has assigned/retained legal counsel and insurance adjusters to manage any claims. Details about the specific legal disputes are included in Confidential Attachment 1. This report is a reoccurring update provided to the Board about the status of ongoing legal disputes. This report will be provided on a semi-annual basis going forward.
