The Toronto Parking Authority (TPA or Licensor) Board of Directors, at its meeting of December 19, 2018, authorized staff to enter into a new license agreement (the License) with 1413652 Ontario Inc. operating as KA Car Care (the Licensee or KA Car Care) at Municipal Carpark 58, located at 9 Bedford Road (the Property or CP58), which is managed by TPA, generally in accordance with the terms and conditions as set out in Item PA1.3, as approved. This report seeks the acknowledgement and approval of the TPA Board of Directors to a change in the ownership entity of the Licensee to 2676417 Ontario Inc. In addition, the City of Toronto (the City) is the registered owner of the Property and, as such, will be a party to the License. In accordance with City of Toronto By-law 1409-2017, the proposed transaction has been successfully directed through the City Real Estate Approval Process, receiving City approval under DAF 2019-008. City Legal will continue to assist with the requisite document preparation.
The Board of Directors of the Toronto Parking Authority: 1. Authorized Toronto Parking Authority staff to make a technical amendment in respect of a License Agreement between the Toronto Parking Authority (as Licensor) to indicate the new corporate entity 2676417 Ontario Inc. operating as KA Car Care (as Licensee) and to add the City of Toronto as a party to the License for City-owned Municipal Carpark 58, located at 9 Bedford Road, for the purpose of operating a car hand-detailing operation on the P4 parking level, in accordance with the terms and conditions previously approved by the Board of Directors of the Toronto Parking Authority at its December 19, 2018 meeting (Item PA1.3, License Agreement - 1413652 Ontario Inc. o/a KA Car Care - Municipal Carpark 58 (City-owned 9 Bedford Road, P4 Parking Level), and on such other or amended terms and conditions as may be acceptable to the Acting President, Toronto Parking Authority, and in a form satisfactory to the City Solicitor.

Bike Share Toronto - Purchase of Equipment in 2019, Ontario Municipal Commuter Cycling Program
This report seeks approval from the Toronto Parking Authority (TPA) Board for a $7,500,000 purchase of new equipment, including supply, delivery, and installation, of approximately 1,250 new bicycles, 105 new stations, 2,292 docks, and ancillary elements from PBSC Urban Solutions Inc. (PBSC), pursuant to the terms and conditions of an established Equipment Supply Agreement between TPA and PBSC. Bike Share Toronto has been allocated capital funding of $6,000,000 by the provincial government's Ontario Municipal Commuter Cycling Program (OMCC), which requires 20 percent matching funds by the municipality of $1,500,000. The municipal contribution is available through eligible Section 37 and Section 45 Planning Act Reserve Funds and is contained in the TPA 2019 Capital Budget request. This opportunity enables the ongoing phased expansion plans for the Bike Share system to reach a network size of 6,000 bikes over a five-year period. The 2019 capital funding will facilitate the extension of the network of stations beyond the existing service area, generally north/west of High Park; east along Dundas Street and Gerrard Street East and Kingston Road and north of Yonge Street and Eglinton Avenue.

Authorized the purchase of new equipment to support the 2019 planned phased expansion of the Bike Share Toronto system, subject to City Council's approval of the 2019 Toronto Parking Authority Capital Budget request, including supply, delivery, and installation, comprising new bicycles, new stations, docks, and ancillary elements from PBSC Urban Solutions Inc., pursuant to the terms and conditions of the Equipment Supply Agreement dated March 22, 2016 between the Toronto Parking Authority and PBSC Urban Solutions Inc. in the amount of $7,500,000, excluding Harmonized Sales Tax.

The Toronto Parking Authority (TPA) has established a range of Board-enacted policies which form the guiding principles and procedures by which it operates. The Occupational Health and Safety Act requires that two policies relating to the Act be reviewed on an annual basis. These policies were most recently reviewed and affirmed by the Board at its meeting of August 24, 2018. This report confirms that the TPA's Joint Health and Safety Committee conducted its annual review, as per requirements of the Act, and concurred in the policies at its January 30, 2019 meeting, with no recommended changes to the two specific TPA policies, namely: - TPA Policy Resolution 4-19: Occupational Health and Safety Policy; and - TPA Policy Resolution 4-22: Workplace Harassment and Violence Policy.
The Board of Directors of the Toronto Parking Authority: 1. Reviewed, approved, and directed Toronto Parking Authority staff to enact the following: a. Toronto Parking Authority Policy Resolution 4-19: Occupational Health and Safety Policy, outlined in Appendix A to the report (February 14, 2019) from the Acting President, Toronto Parking Authority; and b. Toronto Parking Authority Policy Resolution 4-22: Workplace Harassment and Violence Policy, outlined in Appendix B to the report (February 14, 2019) from the Acting President, Toronto Parking Authority.

The Board of Directors of the Toronto Parking Authority review and endorse the Toronto Parking Authority Policy Resolutions as follows: a. Policy Resolution 4-22 - Workplace Harassment and Violence Policy, attached as Appendix B to the report (February 14, 2019) from the Acting President, Toronto Parking Authority); and direct staff to enact these Policy Resolutions, as approved.
