Toronto Parking Authority - 2022 June 30 Year to Date Financial Performance (H1 Results)
Toronto Parking Authority's net income June 30 year to date was $11.1m and +$5.0m versus plan. Revenues were $56.4m; ($1.4m) unfavourable to plan driven by First Quarter (Q1) lockdowns negatively impacting customer traffic. Costs were $46m; +$6.0m favourable to plan tracing to a deliberate management strategy of conserving expenditures reflecting the uncertainty of the recovery. In light of first half profit performance and strong Second Quarter revenue recovery, Management is forecasting to exceed full year profit plan between $9m and $13m. Management will provide the Board with a comprehensive full-year 2022 financial forecast at the September 29, 2022 Board meeting.

Toronto Parking Authority is on an accelerated journey towards excellence, with the vision of becoming the world's best provider of sustainable parking, bike share and last mile mobility experiences for our customers, partners and our city. Toronto Parking Authority's talent gaps, exacerbated by uncompetitive compensation, remains a barrier in attracting and retaining top leadership talent to support our change agenda. In order to address this issue, a compensation benchmarking review for Vice-Presidents and Directors was conducted by a third party and received by the Board of Directors at its meeting on May 27, 2022. The matter was referred to the next meeting of the Board. This report recommends revisions to the compensation plan for Vice-Presidents and Directors.

Toronto Parking Authority Sponsorship Policy
Toronto Parking Authority's vision is to become the world's best provider of sustainable parking, bike share and last mile mobility experiences for our customers, our partners and our city. To help accelerate our journey to becoming the world's best, Toronto Parking Authority is actively seeking to partner with private sector partners to develop mutually beneficial sponsorships that will improve our financial performance, operating capabilities and customer experience. Engaging strategic partners through sponsorship arrangements will allow Toronto Parking Authority to access revenue and in-kind contributions that not only offer the potential to offset operating and capital costs, but also have the potential to provide access to technology, research and development capabilities, thought leadership and a shared commitment to sustainability through meaningful action. Toronto Parking Authority is required under subsection 179-7.G. of Chapter 179 to have policies respecting sponsorships, naming rights and honourific names, which are consistent with the policies adopted by City Council. While Bike Share Toronto has authority to enter into sponsorship agreements that are consistent with the City's sponsorship policy, Toronto Parking Authority does not yet have an enterprise-wide policy that applies to all of its programs and services. Accordingly, Toronto Parking Authority has worked with Legal Service to develop a proposed enterprise-wide Sponsorship Policy, which is presented in Attachment 1 to this report. The purpose of this report is to seek Toronto Parking Authority Board of Director approval of the proposed policy.

Toronto Parking Authority Sponsorship Program Next Steps
Toronto Parking Authority is on a journey to becoming the world's best provider of sustainable parking, Bike Share and last mile mobility experiences. At its meeting of February 18, 2022, Toronto Parking Authority Board of Directors provided authority for the President, Toronto Parking Authority, to execute a Vendor of Record Agreement with agencies recommended by Toronto Parking Authority to be provide Business Strategy and Marketing Services as required. Lang Partnerships Network was the successful and only proponent included in the Strategic Partnership category, which includes the delivery of a sponsorship strategy, completion of an asset evaluation, determination of market value and assisting Toronto Parking Authority in finding the right partnership(s). To assist Toronto Parking Authority in securing sponsors for its properties, programs and services, Toronto Parking Authority is seeking authority from Toronto Parking Authority Board of Directors to amend the contract with Lang Partnerships to include Sponsorship Sales Consulting for the purposes of securing sponsors for its properties, programs and services with a commission-based rate.

As part of its vision to become the world's best provider of sustainable parking, bike share and last mile mobility experiences, Toronto Parking Authority is executing an ambitious rollout plan for Electric Vehicle Charging across the City of Toronto. The plan includes the installation of over 500 Electric Vehicle charging stations at Toronto Parking Authority off-street parking locations by the end of 2024 and a minimum of 50 additional on-street public Electric Vehicle charging stations before the end of 2023. As part of the Electric Vehicle Charging Plan, Toronto Parking Authority is proposing to install 20 Electric Vehicle chargers and the accompanying electrical infrastructure at Car Parks 51, 87 and 110 located at 365 Lippincott Street, 14 Arundel Avenue and 1612 Danforth Avenue, respectively. The electrical upgrades at these locations will also enable the installation of e-Bike Stations at all three (3) surface lots. Toronto Parking Authority has completed a competitive procurement process for the construction services needed to deliver the work at these locations and is recommending that the construction contract for 2022-CON-VAR-D50.2 CP51, 87 and 110 be awarded to Kudlak-Baird Limited in the amount of $751,160 plus $150,232 as a contingency allowance, being the sum total amount of $901,392, excluding Harmonized Sales Tax. Toronto Parking Authority is also seeking authority from the Board to issue a Purchase Order in an amount not exceeding $175,000 to Toronto Hydro Electric-System Limited for the required hydro service upgrades needed to support operation of Electric Vehicle chargers at the three (3) car parks. Given that hydro service upgrades can only be carried out by Toronto Hydro Electric-System Limited, a competitive procurement process has not been completed.

Contract Award - General Upgrades - 2022-CS-CP51-G2020 - 365 Lippincott Street (Car Park 51)
As part of its vision to become the world's best provider of sustainable parking, bike share and last mile mobility experiences, Toronto Parking Authority is actively seeking opportunities to prototype innovations and infrastructure to deliver best in class customer experiences. Car Park 51, which is a surface parking lot located at 365 Lippincott in the Annex neighbourhood near Bloor Street West and Bathurst Street, was identified as part of Toronto Parking Authority's 2022 Annual Operating Plan as an Innovation Hub. Toronto Parking Authority will use the Innovation Hub at Car Park 51 to prototype new technologies and initiatives designed to elevate our portfolio of services and drive operating productivity. This location was selected due to its proximity to the Toronto Transit Commission Line 2 subway, cycling infrastructure on Bloor Street West, and a high velocity parking location. In short, Car Park 51 has all the necessary ingredients to become the ideal location as an incubator for future product development. The purpose of this report is to award a contract for general upgrades including a resurfacing of Car Park 51, lighting enhancements, line painting and fence repairs. These enhancements are in addition to Electric Vehicle chargers and an e-Bike Share station planned to be installed later this year, which is in part subject to PA31.7. Going forward, Car Park 51 will be strategically leveraged to deploy other operational and customer experience technologies, equipment and finishes for prototyping over the next 12 - 18 months. Toronto Parking Authority has carried out a competitive procurement process for the contracted services needed to deliver the general upgrades to Car Park 51 and is recommending that the contract for the General Upgrades project (for 2022-CS-CP51-G2020) at Car Park 51 be awarded to Bevcon Construction and Paving Limited in the amount of $460,150 plus $138,045 as a contingency allowance, being the sum total amount of $598,195, excluding Harmonized Sales Tax.

Contract Award - 5043-47 Exit Stairwell Rehabilitation at 2 Church Street (Car Park 43)
The Toronto Parking Authority is seeking to obtain Board approval for emergency repairs to four (4) existing stairwells at Car Park 43, located at 2 Church Street. Car Park 43 was built in 1990, it is a six (6)-storey parking structure with 2008 spaces in the Saint Lawrence Market neighborhood. The garage includes an eight (8)-storey Toronto Community Housing building above the structure. Pre-pandemic (2019) gross revenues were $7.3M. Car Park 43 is consistently one of the top five (5) highest revenue-generating garages across our portfolio. As such, this investment is critical from a safety perspective and consistent with our strategy to reinvest in our infrastructure State of Good Repair capital and reduce reputational risk to our brand Paul Didur Architect Inc., was retained by Toronto Parking Authority in August 2021 to perform a condition assessment of the car park, and undertake design services. Paul Didur Architect's structural consultant found the four stairwells at the northwest of the building required immediate repair. The current condition of the stairs is consistent with the end-of-service life for a 40-year-old facility. Paul Didur Architect provided Toronto Parking Authority with a letter stating that the stairwells are unsafe and required immediate repair to comply with Ontario Building Code. The Request for Tender package for stair replacement was issued for public tender on MERX on June 6, 2022, with four (4) bids received upon tender close on July 6, 2022. Based on the submission of a compliant bid, the bid price, ability to complete the work in the prescribed time and the conformance to tender requirements, Toronto Parking Authority is recommending that the contract of work for 5043-47 - Exit Stairwell Rehabilitation at 2 Church Street (Car Park 43) be awarded to Ritestart Limited. The replacement of the stairs is scheduled to start in August 2022 and the construction completion is scheduled for second quarter 2023.

Natural Resources Canada Zero-Emission Vehicle Infrastructure Program Contribution Agreement
As part of its vision to become the world's best provider of sustainable parking, bike share and last mile mobility experiences, Toronto Parking Authority is executing an ambitious rollout plan for Electric Vehicle Charging across the City of Toronto. The plan includes the installation of over 500 Electric Vehicle charging stations at Toronto Parking Authority off-street parking facilities by the end of 2024 and a minimum of 50 additional on-street public Electric Vehicle charging stations before the end of 2023. To support the acceleration of Toronto Parking Authority's Electric Vehicle Charging Infrastructure Program, Toronto Parking Authority submitted a June 22, 2021 proposal to Natural Resources Canada for funding through its Zero Emission Vehicle Infrastructure Program. Toronto Parking Authority's application included a request for $2.145 Million to help advance Phase 1 of Toronto Parking Authority's Electric Vehicle Charging Program, which includes the installation of 429 Level 2 Electric Vehicle chargers at Toronto Parking Authority's centrally-located off-street parking facilities by 2024. Conditional approval of Toronto Parking Authority's proposal was received on June 1, 2022. As a next step, Toronto Parking Authority is required to enter into and execute a Contribution Agreement with Natural Resources Canada, which will set out the terms and conditions under which Toronto Parking Authority will be able to recover eligible costs from Natural Resources Canada for the delivery of Electric Vehicle charging infrastructure identified in its application for funding. The purpose of this report is to obtain authority from Toronto Parking Authority Board of Directors for the President to negotiate, enter into and execute the Contribution Agreement.

Update Respecting 30 Alvin Avenue (Car Park 12) and 1501 Yonge Street (Car Park 223)
Toronto Parking Authority operates two (2) surface car parks in the northeast quadrant of the Yonge and St. Clair Avenue area. The car parks are located at 30 Alvin Avenue/1521 Yonge Street (Car Park 12) and 1501 Yonge Street (Car Park 223) and are operated on behalf of three (3) private land owners under contract arrangements that require updating. The purpose of this report is to provide an overview of the existing contractual arrangements under which Toronto Parking Authority is operating parking at these locations, provide an update on the performance of the car parks and seek Toronto Parking Authority Board of Director's adoption of the confidential instructions included in Confidential Attachment 1.
